Location:QatarSector:Energy / Major Infrastructure ProjectsEmployment Type:PermanentSalary:Competitive, commensurate with experienceAbout the RoleAbly Resources is partnering with a leading energy organisation in Qatar to recruit an experiencedSenior Cost Engineerto support the successful delivery of large-scalecivil and infrastructure projectsacross the full project lifecycle.This role sits within a centralProject Engineering and Procurement Servicesfunction and is responsible for cost engineering, budgeting, estimating, invoicing, and cost control activities across a diverse portfolio of projects. These projects span early‑stage studies through to FEED, EPIC, construction, and commercial close‑out.The position offers exposure tohigh‑value capital programmes , ranging from multi‑million to multi‑billion QAR projects, and requires a commercially astute cost professional capable of operating independently in a demanding project environment.Key ResponsibilitiesDevelop and maintain detailed cost estimates across all stages of the project lifecycle, including studies, FEED, EPIC, tenders, and work change requests (WCRs).Prepare preliminary estimates for scope options and evaluate the cost impact of design and scope changes.Establish and manage project contingencies using probabilistic cost risk analysis techniques.Maintain full estimate traceability supported by appropriate documentation.Develop customisedCost Breakdown Structures (CBS)aligned with scope of work, pricing notes, and tender requirements.Support the preparation of tender documentation in coordination with engineering and contracts teams.Participate in technical and commercial bid evaluations, providing variance analysis against corporate estimates.Review and evaluate contractor claims, technical deviation requests (TDRs), and WCR proposals, preparing formal cost evaluation reports.Cost Control & ReportingMonitor and report project cost performance, including approved changes, potential variations, claims, and forecasts to completion.Prepare cost variance analyses and provide detailed cost information for senior management and steering committee reviews.Support annual budget preparation and budget revisions, including justification of variances.Create release orders (ROs) and service entry sheets (SES) in SAP to support contractor invoicing and payment processing.Review, assess, and endorse contractor invoices and claims in line with contract terms and cost evaluations.Support project commercial close‑out activities, including final accounts, asset capitalisation schedules, and close‑out reporting.Process Improvement & Data ManagementContribute to the development and standardisation of cost estimation methodologies, procedures, and work instructions.Maintain and update cost databases, historical project data, bid benchmarks, and market pricing information.Interface regularly with suppliers, vendors, contractors, and internal stakeholders to maintain up‑to‑date market intelligence.Candidate ProfileQualificationsBachelor’s degree inEngineering , preferablyCivil Engineering.Professional certification such asAACE Certified Estimating Professional (CEP) ,Certified Cost Engineer (CCE) , or equivalent is highly desirable.ExperienceMinimum10 years’ hands‑on experiencein cost engineering and estimation.At least5 years’ experiencefocused oncivil and infrastructure projects.Proven experience delivering cost estimates for studies, FEED, EPIC, and stage‑gate approvals.Strong background in claims assessment, negotiations, and dispute resolution.Experience in tendering processes, contracting strategies, and technical/commercial bid evaluation.Technical & Systems SkillsHigh level of proficiency in cost estimation software, SAP, and MS Office applications.Strong analytical skills with the ability to assess cost risk, contingency, and forecast accuracy.Familiarity with international project controls and cost engineering best practices.Personal AttributesHighly organised, detail‑oriented, and capable of managing multiple projects concurrently.Strong commercial judgement with the ability to work independently under pressure.Excellent communication and stakeholder management skills.Comfortable working extended hours to meet project deadlines when required.The role offers ahighly attractive, tax‑free remuneration package , supported by astrong and comprehensive benefits package , designed to support long‑term career stability and relocation to Qatar.Why Apply?This is a rare opportunity to join amajor energy organisationdelivering complex, high‑value civil and infrastructure projects.
