Talent Management & Culture Transformation Lead (Contract): 6-month contractLocation: UAE | Government / Strategic ProgrammeWe’re supporting a high-impact government programme with a global consultancy to design and implement a future-ready Talent Management and Culture Strategy. This role sits at the centre of a major transformation, shaping how the organisation attracts, develops, and retains talent aligned to long-term national priorities.This is a hands‑on role where you’ll move beyond strategy into building and embedding practical frameworks that will have lasting organisational impact.The OpportunityYou’ll lead the design and delivery of an integrated talent ecosystem, helping to:Define and embed a mission-driven, high-performance cultureBuild frameworks to attract, assess, and retain specialised talentStrengthen performance, rewards, and succession planningDevelop career pathways and capability frameworks aligned to future workforce needsWhat You’ll Be DeliveringEnd-to-end Talent Management Frameworks (recruitment, development, performance, rewards)Capability Framework & multi-year workforce roadmapCareer pathways and progression modelsTraining and development catalogueSuccession planning and leadership pipelinesPerformance management tools and frameworksDevelopment of a large suite of job descriptions (~300 roles)Supporting policies, processes, and operating modelsWhat We’re Looking ForStrong expertise across workforce planning, competency frameworks, career pathing, and succession planningExperience designing practical, implementable frameworks (not just strategy)Comfortable working in complex, stakeholder-heavy environmentsStrong communication skills, with the ability to influence senior leadership and run workshopsStructured delivery experience (Agile / Waterfall)BackgroundExperience within government, or highly regulated environments is highly preferredFamiliarity with HR systems, analytics, and best practice frameworksCertifications such as CIPD, SHRM, or PMP are a plus#J-18808-Ljbffr
