Senior Specialist - Vehicles Numbers

Job PurposeLead analysis, policy, and project activities for vehicle number operations, ensuring strong performance, compliance, and improvement. Manage departmental initiatives, benchmarking, budgeting, and sales operations. Enhance technologies, standards, and processes to support operational excellence and strategic decision making.Roles and ResponsibilitiesStrategyAnalyze and define KPIs for numbers of operations by assessing internal and external marketing environments.Conduct benchmarking studies comparing management practices with international standards.Study global license plate printing technologies and propose improvement initiatives.Oversee the development and implementation of policies, provisions, and requirements related to number trading to increase proceeds and ensure transparency.Prepare and develop legislation and laws regulating vehicle licensing activities according to developments in the Emirate.OperationsOversee and manage projects and initiatives for the Vehicle Numbers Department and external manufacturers.Develop and maintain budgets and timelines for departmental projects and initiatives.Create and write RFPs and RFQs and prepare all associated project documents.Coordinate with central departments within the Authority regarding projects, initiatives, and contracts.Maintain coordination with the Licensing Authority’s Quality Office on health, safety, and asset management.Organize and manage sales of numbers through direct, public, and electronic auction sales in coordination with concerned authorities.Prepare special number statements, classify special numbers into categories, and update categories per established criteria.Establish procedures and controls for sale, exchange, and assignment processes to ensure transparency and prevent manipulation.Study complaints, requests, suggestions, and observations received through official channels and develop solutions.Oversee the operational process of number plate manufacturing, printing, supply, and handling of damaged plates.Product / Process ImprovementAutomate vehicle number processes and reduce human intervention in exchange and sales activities.Ensure periodically review of design standards and specifications for plate manufacturing materials and update them based on global standards and technologies.Follow up on adherence to number plate standards regarding materials, manufacturing mechanisms, and safety specifications.Physical Working ConditionsWork primarily in an office setting with occasional visits to manufacturing sites to review standards, technologies, and operational compliance.Job Qualifications & RequirementsBachelor’s degree/Master’s degree in engineering6+ years in case of Master's degree (8+ years in case of Bachelor's degree)Preferred: Certifications such as PMP#J-18808-Ljbffr
