HSE Engineer

Job PurposeTo lead and oversee Health, Safety & Environmental (HSE) compliance across multiple civil building projects in Abu Dhabi, ensuring full alignment with Abu Dhabi OSHAD, ADQCC, ADM, and client safety standards while promoting a proactive safety culture across all project sites.Key Responsibilities1. Project HSE Leadership – Abu DhabiManage and supervise HSE operations across assigned Abu Dhabi project.Ensure full compliance with OSHAD-SF, Abu Dhabi Municipality (ADM), and other applicable UAE regulations.Act as the main focal point for client and consultant HSE representatives.Support project teams in achieving zero LTI (Lost Time Injury) targets.2. Regulatory Compliance & Authority LiaisonEnsure compliance with Abu Dhabi Occupational Safety & Health Center (OSHAD) requirements.Coordinate and manage authority inspections and audits.Maintain all regulatory approvals and required documentation.Prepare and submit HSE reports to authorities and clients as required.3. Risk Assessment & ControlReview and approve Risk Assessments, Method Statements (RAMS), and Job Hazard Analysis (JHA).Monitor high-risk construction activities such as:Working at heightTower crane & lifting operationsDeep excavation & shoringConfined space entryHot worksEnsure strict Permit to Work (PTW) implementation across all sites.4. Site Monitoring & EnforcementConduct regular site inspections across multiple projects.Identify unsafe practices and ensure immediate corrective actions.Monitor subcontractor compliance with company and project HSE standards.Support site teams in implementing safe construction methodologies.5. Incident Management & ReportingLead investigation of incidents, accidents, and near misses.Prepare detailed root cause analysis reports.Track corrective and preventive actions across projects.Maintain and analyze safety performance statistics.6. Training & Safety CultureConduct HSE induction for new employees and subcontractors.Deliver regular toolbox talks and safety campaigns.Conduct emergency response drills (fire, evacuation, medical emergency).Promote continuous improvement in safety culture.7. Environmental ComplianceEnsure proper waste management and environmental protection practices.Monitor dust, noise, and environmental impact controls.Ensure sustainability and environmental standards are maintained.QualificationsBachelor’s Degree / Diploma in Engineering or Occupational Health & Safety.NEBOSH IGC (Mandatory).OSHAD Practitioner / Auditor certification preferred.IOSH / OSHA certification preferred.First Aid & Fire Fighting certification is an advantage.ExperienceMinimum 7–10 years of HSE experience in civil building construction.Mandatory experience managing projects in Abu Dhabi.Experience working with a main contractor is required.Experience in high-rise residential / commercial / mixed-use projects preferred.Key CompetenciesIn-depth knowledge of health, safety, and environmental regulationsStrong understanding of risk assessment and hazard identification techniquesExcellent problem-solving and decision-making skillsAbility to develop and implement HSE policies and proceduresStrong communication and interpersonal skillsProficiency in conducting HSE audits and inspectionsKnowledge of emergency response planning and crisis managementAbility to train and educate staff on HSE best practicesStrong attention to detail and organizational skillsAbility to stay updated on industry trends and best practices#J-18808-Ljbffr
