Job DetailsPosition Title: CNS ManagerReports to: HODDivision: CNS/ ElectronicsDepartment: Projects & EngineeringJob PurposeThe position requires total responsibility and decision making for maintaining the ATC electronic systems in an operational status and standards stipulated by ICAO and GCAA. Project management and overseeing integration, interfacing, installation, implementation, commissioning and operational handovers of projects. Ensuring continuous updating of procedures, staff certification, staff currency checks, training, department administration, budget, reports, job cards, assets, licenses, ISO/IMS documents, safety and emergency issues. Liaise with GCAA about operational status, trends, procedures, upgrades and equipment grading. (Time management/priority between departments). Support the Engineering Departments Health and Safety policies and procedures, and ensure all manuals are controlled and managed efficiently.Functional AccountabilitiesFinancialDemonstrate resourcefulnessProject and manage department annual operational and capital expense budgetsProcessManage and develop the relevant Engineering sections and personnel to ensure its strategic development and continually strive to improve the performance of the departmentReview and update CNS exposition to incorporate any amendments relevant to the departmentInitiate and complete the CAAP 25 and CAAP 59 (if applicable) application process of GCAA for addition or enhancement of the CNS equipmentDevelop MOC (Management of Change) document for the changes associated with equipment, infrastructure or facility of CNS departmentResponsible for GCAA e-services activitiesReview and authorize the departments training and competency manual and training modulesIncorporate the airports SMS in CNS policies and proceduresMaintain the department SLA (Service Level Agreement) with ATSReview and maintain KPI (Key Performance Indicator) of the departmentEnsure CNS procedures manual is current and make amendments where necessaryPerform audit correspondence for following audits: CNS, ATS, Aerodrome, Meteorological and any third partyReview and maintain SPI (Safety Performance Indicator) of the departmentOrganize engineering meetings within the department and with external departments for liaison and performance evaluationIncorporate the airports QMS in CNS policies and proceduresAttend GCAA workgroups related to CNS activitiesRaise CNS ROSI for equipment outage, malfunction or degradationManage and oversee the projects of CNS departmentCoordinate with TDRA for frequency regulations and frequency/radio licensesCNS e-services to be reviewed and updated as and when requiredReview and provide feedback to GCAA for CNS related regulatory amendments (NPA)Customer and ReportingLiaise with GCAA for incident reporting, performance audits and/or inspection coordinationLiaise with TDRA for Spectrum license issuance and interference reportingLiaise with FANR for Screening operations license issuance and incident reportingCommunication & Working RelationshipsInternalATCAGL & ElectromechanicalITMETRFFSOperationsExternalOEM Technical Support teamACC EngineeringISP Support teamRegulatory authoritiesReasons for InteractionMaintenance TasksMaintenance tasksEquipment/System troubleshootingPower quality monitoringIT data security assuranceExternal InteractionsFollow-up on maintenance visitsRaise equipment/link breakdown ticketCalibration/upgrade tasksAudit/InspectionLicense renewal/modificationQualificationsEducational QualificationsInternationally recognized university degree in electronic engineering and/or a higher diploma in electronic engineering (3 years of study) or similarProfessional QualificationsThis position requires in depth knowledge of electronics theory and practice to a level proportionate with the position. In depth technical knowledge of data processing, PC hardware technology, software applications, computer networking, primary and secondary radar, air traffic radar display systems, data communication systems, automation and aeronautical VHF/UHF and communication systems.Required ExperienceMinimum 5 years experience in Navigational AIDS, radar display systems, communication systems, V/UHF transceivers and operational aviation systemsOther Requirements – Safety Accountability And ResponsibilitiesTo comply with the relevant safety requirements and procedures outlined in the Aerodrome Operations Manual and Safety Management System and any other instructions or notices issued by Ras Al Khaimah International AirportTo comply with the safety requirements detailed within their trainingTo advise their Head of Department and the Airport Duty Officer team of any safety occurrence or system failure and to identify and report any situation of potential risk or concern affecting safety via one of the following meansReport directly to the Safety Department or an immediate supervisorSubmitting an Accident/ Incident ReportSupport safety audits as and investigations as they o
