Job Description

We are currently looking for a Transformation Management Office (TMO) Consultant to support a key initiative within the Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi) on a 12-month freelance contract.DCT Abu Dhabi is the government entity responsible for driving the sustainable growth of Abu Dhabi’s culture and tourism sectors, playing a central role in positioning the emirate as a global hub for culture, creativity, and tourism.This role sits within a high-impact transformation program, supporting the design, governance, and implementation of strategic initiatives aimed at enhancing organizational effectiveness, operating models, and performance.Key ResponsibilitiesTMO Workstream ExecutionSupport the TMO Lead in delivering the overall transformation agenda across multiple workstreamsDevelop and maintain project plans, trackers, and status reportsConduct analyses, prepare materials, and facilitate working sessionsTrack risks, dependencies, and action items, escalating issues proactivelyOperating Model Design SupportContribute to the diagnostic and redesign of functional operating modelsGather data, conduct stakeholder interviews, and benchmark best practicesSupport the development of operating model options and implementation roadmapsFunction Setup & IncubationAssist in scoping and establishing new functions within the organizationResearch organizational structures, governance frameworks, and process designDevelop mandate documents, RACI matrices, and process mapsChange Management & ImplementationSupport the rollout of new operating models and ways of workingDevelop training materials, FAQs, and onboarding guidesAct as a point of contact for teams during transition, capturing feedback and coordinating improvementsReporting & CommunicationsOwn the preparation of TMO reporting packs and leadership updatesDraft weekly/monthly progress reportsPrepare materials for steering committees and governance forumsRequirements3–6 years of experience in management consulting from a top-tier or strong Tier 2 firm (e.g., McKinsey, BCG, Bain, Strategy&, Kearney, Oliver Wyman, Roland Berger, ADL)Demonstrated career progression (at least 1 promotion preferred)Core CapabilitiesExperience in transformation programs / PMO environmentsExposure to operating model design and implementationStrong analytical and structured problem-solving skillsAbility to work in fast-paced, ambiguous environmentsStrong stakeholder management and communication skills (written and verbal)Resourceful, proactive, and adaptableExperience & ExposureMinimum 1+ year supporting transformation initiatives (e.g., TMO, change management, target operating model design) – requiredGovernment or public sector experience is preferredMinimum 2+ years of experience in the GCC (required)Familiarity with AI tools and emerging technologies is an advantageLocation: Abu DhabiContract: 12 monthsIf this sounds relevant to your background, please apply and submit your updated CV.#J-18808-Ljbffr
