You will ensure that all Sichem personnel understand and comply with all QHSE requirements. You will act as the main advisors to the company personnel on QHSE Matters and you will ensure that all of them are equipped with the required information, instructions training and supervision in performing their respective job responsibilities. You will ensure all reporting meets MES (Mazrui Energy Services), client and governmental requirements in a timely manner.Lead the implementation, administration, maintenance and continuous improvements of management systems documentation and standards with reference to ISO 9001, ISO14001, OHSAS18001, ISO 45001 including compliance to OSHAD SF requirements and other regulatory requirementsLead and drive implementation of API Q1 standard within the BU and collaboratively within the group.Lead and drive implementation of API Q2 standard within the BU and collaboratively within the group.Key Responsibilities/Duties :-Planning and development of QHSE Goals & Objectives for SCM.Perform QHSE audits on SCM facility to ensure compliance with SCM and MES policies and procedures.Integrate internal and external reporting according to established MES, Client regulatory requirements.Consulting with various departments and parties with respect to QHSE requirements of SCM, MES, client and various government agencies having jurisdiction over the operating areas.Planning and development of operational training systems and procedures for personnel.Leading the QHSE Internal Auditing program.Coordination in establishment of specifications, evaluation, recommendation and procurement for products and services related to HSE. (H2S/Gas Detection and Breathing Air Services, Medical Support Services, Fire and Gas detection and prevention products and services, Spill response products and services, etc., All other specific equipment related to HSE).Creation of Evacuation & Emergency Procedures and Measures.Representation of both management and the work force in various committees and meetings.Act as Primary Warden on Country level for ER and Civil Crisis.Plan and prepare and monitor budget related to the QHSE department.Maintain relationship and set up vendors for HSE Related tasks.Maintain, coordinate and Monitor SCM and other countries KPI’s and advise on actions.Represent company on meetings and seminars related to SCM, projects and industry requirements.Advise SCM Team on Best and ALARP working practice related to HSE, Client and Governmental standards.Administer MES Programs, TWAKAF, Stop Work Authority, 10 Safety Rules, Group ISO Certification.Monitor Behavior Base Statistic and advise on Actions.Ensure that training and induction of all parties on SCM is completed.Implement operational training systems and procedures for personnel associated with SCMInformation to management on accidents/incidents in a timely manner according to procedures.Direction of and maintenance of accident/incident data and HSE performance statistics and reporting to appropriate parties on regular schedule.Preparation and release of Safety Alerts and other information dissemination relating to QHSE.Review, revision, document control and release of documents relating to HSE procedures and policies.Consultation with operations in matters relating to HSE.Establishing service standards for end users (internal department or external customer).Developing and implementing risk-based inspection (RBI) activities and processes using API and other similar programs to develop internal standard practices.Managing SCM integrity through a failure analysis reporting system and following up on recommendations.Identify and follow, close and share all Non Conformities and Lessons.Direction of and maintenance of Non Conformity performance statistics and reporting to appropriate parties on regular schedule.Review, revision, document control and release
