Senior Proposal & Estimation Engineer

Key technical-commercial responsible for managing the subcontractor’s bid process for complex projects.Develop and analyze RFPs/RFQs for subcontracting works.Develop comprehensive technical solutions, analyze accurate cost estimates, and support competitive proposals.Role & Responsibilities:Lead, manage and review of estimation and proposal deliverables, ensuring 100% compliance with client tender schedules and mandatory requirements.Supporting for new proposal by providing inputs on subcontractor rates includes Floating RFQ’s, Clarification, negotiation, preparation of CBE etc.Oversee the issuance of RFQs, conduct rigorous Technical Bid Evaluations (TBE), and manage Commercial Bid Evaluations (CBE) to ensure cost accuracy.Drive the development of comprehensive technical and commercial documentation from subcontractors, including detailed cost breakdowns, execution plans, and risk registers.Co-ordination with Samsung E&A Seoul office proposal team, Construction & Project team. Prepare detailed technical clarifications and act as the primary liaison between construction partners and internal responsible teams.Develop and review proposal strategies internally and with joint venture partners to maximize win probability and mitigate project risks.Coordinate with multidisciplinary teams (Engineering, Project, Construction) to align project estimates with current market benchmarks and site conditions.Evaluating workload of all subcontractors, conducting subcontractor’s surveys etc.Management reporting through daily, weekly or biweekly report.Education:Bachelor’s degree in Mechanical / Electrical / Instrumentation, or a related technical discipline.Experience:Min. 10 years of experience in proposal engineering and tendering, specifically within the EPC (Engineering, Procurement, and Construction) sector.Aramco Background: Extensive hands-on experience with Saudi Aramco projects, including familiarity with construction requirements and GIs (General Instructions).Skills & knowledge:Ability to communicate effectively, confidently.Should have good influence, networking skills.Must have excellent skills in MS office (Word, Excel, PPT).Must have skills on report writing.Should have good knowledge on construction industry and business process.Aramco, Sabic and other KSA’s major Client’s experience.Language Skills Required:Fluent in English & Arabic both written and spoken.#J-18808-Ljbffr
