Senior Planning Engineer Proposal

JOB PURPOSE / OBJECTIVETo review Tenders/Bidding proposals scope, produce Tender/Bid Proposal plans and schedules, estimate resources (manpower, man-hours, trade disciplines, equipment), produce histograms and S-curves, prepare costs and budgets, analyze potential delays, implement corrective actions, and prepare planning and schedule reports and risk registers.KEY ACCOUNTABILITIES & RESPONSIBILITIESProposal & Planning ManagementReview tender documents and develop comprehensive bid proposals, plans, and schedules.Estimate project resources including manpower, man-hours, trade disciplines, and equipment requirements.Prepare histograms, S-curves, and cost/budget projections for proposals.Analyze potential project delays and implement corrective action plans.Prepare planning and schedule reports and maintain risk registers.Project Scheduling & CoordinationDevelop, maintain, and manage project plans and detailed schedules using Primavera-P6.Ensure all planning activities comply with industry standards and company procedures.Monitor project progress, identify potential delays, and implement corrective actions.Coordinate with project managers, engineers, and other stakeholders to ensure project timelines are met.Provide regular updates and reports on project status to senior management.Report on the effect of changes, especially any negative impacts, to management.EngagementAttend all company planning meetings and client planning meetings as directed.Prepare pre-bid and post-bid clarifications and responses.Operate and encourage a team working environment with colleagues and client personnel.Documentation & ComplianceMaintain accurate files of planning data both in hard copy and in software/programs including Primavera-P6, MS Project, Excel, and Word.Ensure compliance with regulatory requirements and relevant quality, health, safety, security, and environmental procedures and controls.Guarantee employee safety and delivery of high-quality products/services through adherence to standards.Health, Safety & EnvironmentFollow agreed safe systems of work.Adhere to training and instructions.Report accidents, incidents, and near-misses promptly.Accountability & ResponsibilityBe accountable for all acts and omissions related to the role.Promote established policies and objectives throughout the department to increase awareness, motivation, and involvement.Ensure focus on customer requirements throughout all departmental activities.QUALIFICATIONS & REQUIREMENTSEducationBachelor's Degree in Mechanical Engineering, Civil Engineering, or Industrial EngineeringExperienceTotal Experience: 15–18 years of experience in EPC / Oil & Gas with Proposal focusOffshore Experience: Minimum 3–5 years in offshore projects (MANDATORY)Technical SkillsExpert proficiency in Primavera-P6Strong knowledge of MS Project, Excel, and WordExtensive experience in tender/bid proposals and planningResource estimation and cost/budget preparationRisk assessment and register maintenanceLanguagesProficient in English (written and spoken)WHAT WE OFFERContract Type: Permanent employmentBenefits: Comprehensive corporate benefits package as per company policyWorking Hours: Standard working hours as per company policyLocation: Doha, QatarADDITIONAL INFORMATIONHealth, Safety & Environment: Operating in challenging environments, the focus is always on the health and safety of people and the preservation of the natural ecosystem.
