<div><p>Lead the comprehensive transformation of the Human Resources function from an operational role into a strategic business partner by:</p><ul><li>Building a high-performance work environment</li><li>Developing systems and processes</li><li>Strengthening competitiveness in attracting top talent</li></ul><h3>Key Responsibilities</h3><h3>1. Strategic HR Leadership</h3><ul><li>Develop and execute the HR strategy in alignment with the group’s overall objectives</li><li>Transform HR from a transactional function into a strategic decision‑making partner</li><li>Establish clear and measurable KPIs across all departments and business units</li><li>Measure and enhance employee experience</li><li>Identify and address root causes of low productivity</li><li>Build a culture centered on discipline, accountability, and performance</li></ul><h3>3. Talent Development&Training</h3><ul><li>Design and implement an annual training plan linked to performance outcomes</li><li>Identify skill gaps across all roles</li><li>Develop programs such as second-line leadership, managerial development, and training ROI measurement</li><li>Develop and enhance HR policies, procedures (SOPs), and employee handbook</li><li>Implement and optimize HR systems (HRIS / ERP)</li><li>Ensure governance and full compliance with Saudi Labor Law</li><li>Build a structured and professional recruitment system (beyond CV collection)</li><li>Enhance sourcing channels and candidate experience</li><li>Reduce mis-hiring and improve quality of hire</li></ul><h3>6. Performance Management&Accountability</h3><ul><li>Design and implement a robust and effective performance management system (not merely procedural)</li></ul><h3>7. Organizational Design&Structuring</h3><ul><li>Lead organizational restructuring initiatives when required to improve efficiency and alignment</li></ul><h3>8. Employee Relations&Compliance</h3><ul><li>Manage employee relations, investigations, and labor cases</li><li>Minimize legal risks and ensure compliance with labor regulations</li></ul><h3>Qualifications</h3><ul><li>Minimum<b>18+ years of experience</b>in Human Resources</li><li>Experience in multi-project environments (construction / engineering preferred)</li><li>Proven experience managing large-scale organizations (1,000+ employees)</li><li>Professional certifications such as CIPD and SHRM-SCP.</li></ul><h3>Core Competencies</h3><ul><li>Strong leadership capabilities (beyond administrative management)</li><li>Decisiveness and firmness in decision-making</li><li>Advanced HR data analysis and reporting skills</li><li>Proven ability to build HR systems, not just manage them</li></ul></div>#J-18808-Ljbffr
