Job Description

This role focuses on ensuring health, safety, security and environmental (HSE) compliance across operational sites, particularly within ROV, diving and heavy equipment operations. It involves monitoring activities to ensure established controls, procedures and zero-harm strategies are effectively implemented, while guiding managers and supervisors in applying safe work practices in high risk environments. The position includes conducting inspections, audits and permit‑to‑work verifications, supporting risk assessments and job safety analyses and ensuring adherence to industry standards and regulatory requirements. It also covers incident response and investigations, management of corrective actions and maintaining HSE reporting and ISO compliance. Although we come from different backgrounds and cultures, our values are what we have in common and keep us connected.ResponsibilitiesMonitor operational activities to provide assurance that established controls for regulatory and other obligations are being applied at worksites, and direct site managers and supervisors on the requirements and their implementation.Guide managers and supervisors in the application of HSSE culture methodologies within the areas under their control.Apply compliance and measurement tools at work site environments to monitor, record and verify that safe work methodologies and processes implemented by operational managers/supervisors are effective.Assure that established zero‑harm management strategies and Milaha Offshore & Marine Management Systems are being adhered to at the operational work site, including any HSE campaigns and programs.Conduct inspections and audits to ensure that all staff, managers and supervisors are adhering with site‑specific established risk management processes, in keeping with “as low as reasonably practicable” controls and industry‑specific hierarchy of control principles.Support managers and supervisors to undertake effective workplace inspections, enforce compliance with established work method statements and permit requirements, and ensure that high‑risk work is adequately supervised.Ensure the site PTW system is implemented, conduct PTW audits for active tasks and provide constructive improvement points.In the event of an HSE‑related incident, direct initial scene response, provide situation reports to the line manager, collate data requirements for analysis, conduct interviews of involved persons and, where requested, participate in incident investigations.Manage the sites Corrective Action Register (CAR).Deliver HSE guidance and information briefings as required.Undertake verification of competency assurance for operational activities which have an element of HSE criticality.Organize and conduct site HSE drills.Attend site/task toolbox talks and support supervisors in delivering HSE messages and information.Compile and conduct site HSE meetings based on relevant HSE data trends and ongoing programs and activities.Liaise with site management, Qatar Energy & RLIC to ensure permits and licensing requirements are kept in date.Manage ISO requirements, liaise with QHSE manager (Subsea Services) to maintain and update requirements as per IMS.Raise requisitions and track safety and facility‑related requisitions.Ensure that Milaha Offshore & Marine Management Systems are effectively communicated and implemented across all operational sites.Assist in developing, reviewing, and implementing departmental HSE operational procedures and work instructions.Support the development, management, and implementation of operational risk assessments for the site.Direct and assist operational sites in developing task‑specific Job Safety Analyses (JSA) for site‑specific activities.Maintain and manage HSE reporting tools, sharing HSE statistics within Milaha Offshore & Marine as required (daily, weekly, or monthly).Promote and maintain safety awareness among site, office, and project personnel.Conduct safety awareness training for site personnel to reinforce best practices and regulatory compliance.Participate in internal, client, regulatory, and external audits, ensuring timely closeout of action items.Implement, monitor and enforce compliance of the developed HSE plan, policies and procedures.QualificationsEducation & Professional Qualification:3‑year Full Time Degree (Associate Degree) and a 2‑year Full Time Graduate Diploma in Health and Safety; or3‑year Full Time Degree (Associ
