Senior Electrical Design Engineer - Airport

<div><h3>Responsibilities</h3><ul><li>Lead the project planning process from initiation through procurement stages.</li><li>Develop business cases (Level 1 and Level 2) for capital projects in coordination with stakeholders.</li><li>Conduct site visits and perform rapid assessments of existing facilities to define and validate scopes of work.</li><li>Identify, develop, and document the technical scope of work, particularly for:<ul><li>High current systems (Low Voltage, Medium Voltage)</li><li>ICT Systems</li><li>Special Airport Systems (SAS): e.g., baggage handling, access control, fire alarm, etc.</li></ul></li><li>Prepare technical write-ups, specifications, and design narratives to support procurement and engineering design.</li><li>Draft and review Requests for Proposal (RFPs) for engineering consultants and construction contractors.</li><li>Coordinate with end users, government agencies, and internal stakeholders to gather requirements and ensure alignment.</li><li>Provide technical consultation and planning advice during project initiation.</li><li>Interface with vendors and contractors, assess technical proposals, and support pre-award processes.</li><li>Develop and deliver presentations to senior management on project concepts and planning progress.</li><li>Ensure compliance with infrastructure regulations, aviation safety standards, and airport operational constraints.</li><li>Understand construction sequencing and contractor requirements for successful project delivery.</li><li>Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within Hill International and ensures continued compliance with these requirements while employed by Hill.</li><li>Perform other duties as assigned by the line manager/supervisor.</li></ul><h3>Qualifications</h3><ul><li>Bachelor’s degree in Electrical Engineering or related field (Master’s preferred).</li><li>Minimum 15 years of experience in electrical systems design and infrastructure projects, including airport or transportation sectors.</li><li>Deep understanding of airport systems across the terminal, apron, taxiway, runway, power stations, and auxiliary infrastructure.</li><li>Strong experience in project planning, scope development, business case preparation, and early-phase project delivery.</li><li>Proficiency in technical writing, including specifications and RFP preparation.</li><li>Fluent in English – excellent verbal and written communication skills.</li><li>Ability to coordinate across multidisciplinary teams and align diverse stakeholders.</li><li>Comfortable with site inspections, risk identification, and mitigation planning.</li><li>Knowledge of construction processes, phasing requirements, and regulatory considerations for electrical works.</li><li>Experience working in airport environments, particularly in the Gulf region or similar climates.</li><li>Familiarity with international standards (NFPA, ICAO, IES, IEC, IEEE).</li><li>Knowledge of Saudi building and infrastructure codes.</li><li>Demonstrated ability to engage vendors and evaluate technical offers.</li><li>Experience with consultant and contractor management.</li><li>Capable of developing technical presentations and reports for executive leadership.</li><li>Strong interpersonal skills with the ability to negotiate, consult, and guide decision-making.</li></ul><p>Hill International is an Equal Opportunity Employer/Veteran/Disabled</p></div>#J-18808-Ljbffr
