Job Description

To enable the implementation of a capital allocation governance structure for all capital investments undertaken by ENOC Group to ensure financial and strategic alignment with the Group’s corporate strategy.AccountabilitiesPrincipal AccountabilitiesAssist in developing portfolio management frameworks to be established within ENOCSupport the periodic review of ENOC’s portfolio of businesses and conduct research to provide advisory for potential restructuring, portfolio rebalancingPrepare periodic reports to update the management with the status of the projects pipeline, which includes projects under planning and under executionScreen projects where applicable based on the Project Prioritization FrameworkReview historical project portfolio and help define CAPEX categories across ENOCBuild financial models for cashflow analysis, balance sheet simulation and impact analysis on the portfolio including all investment and divestment opportunitiesAssist in updating cost of equity for ENOC and its individual lines of businessesInvestment GovernanceAssist in developing key project assurance and governance processes for all Capital Projects across ENOC GroupAudit project assurance and governance processes being followed by Capital Projects where PM&DS is not the gatekeeperConduct gatekeeper activities (for necessary projects) including preparation of gate review report and validate business case assumptionsAssess and rank growth projects as per the Project Prioritization FrameworkSupport in conducting periodic analysis on the established stage gate process to identify gaps and recommend corrective measuresBusiness Analysis & Decision SupportDevelop a project monitoring and reporting system to regularly present analysis to executive leadershipMonitor macro-economic and geo-political developments that may impact competitiveness of ENOC’s business interestsAssist in providing independent analysis, opinion and decision support to GCEO for all capital investment decisions requiring his endorsement or approvalCritically analyse and evaluate projects under planning in terms of their capital requirement, economic attractiveness and strategic fitAssist in developing business cases for growth opportunities as requiredConduct post investment reviews for projects mandated by the Project Planning and Portfolio ManagementProvide ad hoc reports and information to management, other sections within department and external agenciesConduct various special assignments and/or development/update of various communication materialsAssist in developing a monitoring system for projects undertaken for compliance, reliability and risk mitigation objectivesProcess Development and ImprovementsReview periodically the efficacy of project planning and portfolio management framework in the ERP systemEnable review of project role authorizations and role definitions given across ENOCConduct necessary training (including preparation of relevant training materials) to all users of the Project module across ENOCPromote the adoption of various modelling tools related to financial analysis across ENOC. This would include preparation of necessary templates for easy adoptionExternal consultants and ReportsAs required, coordinate with external consultants to ensure scope requirement of business segments are met, timely delivery, and conducting price negotiationsDevelop a regular publication on key market developments in the Oil and Gas IndustryAssist in the development of a monitoring system that tracks and reports on key performance indicatorsPeople DevelopmentManage effectiveness of subordinates by mentoring and providing leadership to enable the building of an effective teamIdentify skill gaps and design training assignments to upskill team membersExperienceBachelor’s degree in Finance, Business Administration, Economics.Master’s degree in related subject is strongly preferred8-10 years’ experience in the field of Finance, Strategy, Planning, Investment appraisal5+ years in Oil & Gas industry, Upstream, Mid-stream or Downstream, experience in similar functions preferredAbility to blend technical and financial attributes of projects and business opportunitiesAbility to build financial models using a bottom-up and valuation multiples approachComputer literacy with a strong knowledge of MS Office suite is essentialExperience in portfolio management and/or project management would be an advantageStrong analytical skills, numerical aptitude, excellent communication, and report writing as well as presentation skills are essentialVery good knowledge of spoken and written English, Arabic would be an advantage but not essential.#J-18808-Ljbffr
