Job Description

Provide occupational safety planning, expertise, support, consultation, and regulatory interpretation assistance to safety to ensure program execution and continual improvement efforts in facility occupational safety performance.KEY ACCOUNTABILITIESSafety and RiskAssist in the planning and safe execution of work at the plant site to ensure the maintenance of a safe work environment by all employees and contractors.Review and comment on risk assessments for all work activities in the plant, to ensure their accuracy and validity.Participate in Prestart up safety reviews, Hazard Analysis, HAZOPS, HAZIDS and safety reviews to support Management of Change in process.Participate in safety meetings, audits, and inspections to provide input and expertise where necessary.Interpret the international safety standards such as OSHA, ANSI, NFPA, QPDG etc. and provide the assistance to other departments like production maintenance, technical etc. Operations units to follow the compliance requirements.Conduct hazard identifications, PPE assessments, project safety reviews, and job safety analyses for work activities and occupational safety and construction safety programs.Support in Safety planning of major projects and Turn Around and ensure the safe execution.Provide oversight of the contractor safety performance by doing the technical evaluation of proposed contractors.Perform consulting services to all departments on technical, regulatory, and other safety requirements to ensure all related standards and regulations are met.Assist in occupational safety training programs and to ensure they are delivered in an optimum manner.Develop / review / approve training modules for the Occupation Safety standards and procedures.InspectionEnsure the inspection and proper maintenance of all safety equipment and vehicles on site, to guarantee they meet all the necessary standards.Emergency response and Incident InvestigationParticipate in response to emergencies as required by the Emergency Response Plan, to assist in Incident Command to the site of the emergency.Facilitate investigation, reporting and review of incidents, to assist in determination of Root Cause, recommendations to address and follow-up on action taken.Coordinate and/or lead investigations, analyses, and evaluations of conditions and events associated with safety-related incidents, injuries and illnesses, Facilitate Root-cause Analysis, determine corrective actions and communicate lesson learned reports.Policies, Systems, Processes and ProceduresContribute to the identification of opportunities for the continuous improvement of systems, processes, and practices in order to safely increase productivity and operational efficiency.Implement all relevant section’s policies, processes, procedures, and instructions so that work is carried out in a controlled and consistent manner.Write, review and revise safety standards, instructions, and procedures, to support the HSE Management System policies and ensure safety documentation input in the IMS to support OSHAHS 18000.SafetyEnsure compliance with regulatory requirements and relevant safety procedures/ standards and controls across the Section to guarantee employee safety and delivery of high-quality products/services.ReportingContribute to the preparation of timely and accurate reports to meet departmental requirements, policies, and standards.Maintain tracking and reporting processes to ensure timely documentation of employee and contractor events, incidents, injuries, and illnesses; ensuring timely entry of injury information and evaluation results into the appropriate database; ensuring timely submittal of first reports of injury/incident and incident investigation reports.Maintain tracking and recordkeeping processes for safety performance indicators, including incident reports, investigations, corrective actions, inspections, and hours worked metrics, ensuring timely submittal of occupational safety-related metrics to the Q-Chem organization and to Corporate Qatar Energy and Corporate CPChem, as appropriate.QatarizationContribute to the development of Qatari employees. This accountability is applicable to expatriate employees only.QUALIFICATIONS & EXPERIENCEEducationRequired (Qualification1 / Discipline): Bachelor’s degree in science or any related discipline.Preferred (Qualification1 / Discipline): Master’s degree in safety, Engineering.ExperienceRequired (Years2 / Job Level3 / Industry): 5-7 years of experience in the O&G, petrochemical or fertilizer Industry.Preferred (Years2 / Job Level3 / Industry): Experience in Petrochemicals IndustryLanguagesRequired (Language / Level4): English - proficient.Preferred (Language / Level4): Arabic - working knowledge#J-18808-Ljbffr
