<div><h3>Job Purpose</h3><p>Jobholders at this level are responsible for leading work activities and working autonomously with minor direction towards predetermined long-term objectives. Jobholders might act as internal consultants and facilitators through providing guidance to deliver and perform operational activities. Their main operational role includes reviewing capacity and operational assessment result report and accordingly advising on future project portfolio, facilitate the development of 5 years portfolio plan specifying needed objectives for improvement and providing necessary guidance in reviewing submitted design packages and in RFP technical evaluation ensuring alignment with ZATCA’s goals and objectives.</p><h3>Roles And Responsibilities</h3><ul><li>Conduct research on latest trends and best-practices applicable within ZATCA and stay informed about national laws and regulations to potentially enhance the operational performance</li><li>Perform site visits to conduct capacity assessments and develop reports to identify gaps and highlight improvement areas</li><li>Gather operational KPIs for measurement and assessment to highlight needed improvement actions for operational performance optimization</li><li>Capture stakeholder’s requirement and collect additional information to assess and identify ways of improvement</li><li>Consolidate research, capacity assessment, operational performance results and stakeholders’ requirement in a report highlighting new potential opportunities and possible projects needs and communicate it with related stakeholders to enable the development of capacity planning</li><li>Provide support in developing Engineering Affairs Planning strategy ensuring alignment with ZATCA’s overall strategy and objectives</li><li>Review consolidated report including assessment results and highlighted opportunities to identify future project portfolio</li><li>Conduct strategic assessment ensuring identified projects are aligned with ZATCA strategic priorities and responding to ZATCA’s need</li><li>Conduct project risk assessments to selected projects to evaluate associated risks and develop mitigation plan accordingly</li><li>Develop project prioritization plan setting priorities and criteria to facilitate the selection of needed engineering projects</li><li>Develop and update 5-years portfolio plan and objectives ensuring alignment with ZATCA’s Overall strategy</li><li>Set defined KPIs for portfolio tracking throughout all stages of project lifecycle to facilitate monitoring process and ensure alignment with defined scope of work, set budget and schedule</li><li>Identify potential privatization projects and develop accordingly privatization strategic roadmap ensuring alignment with ZATCA’s overall strategic directions</li><li>Define scope of work and develop project plan for approved privatization projects coordinating with National Center for Privatization for project’s enablement</li><li>Set and communicate project requirements with related stakeholders ensuring a clear understanding of project’s scope of work</li><li>Review submitted projects design packages and accordingly conduct meetings with related stakeholders for design clarification and to discuss issues and misalignments</li><li>Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner</li><li>Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner</li><li>Escalate complex problems to the relevant person to ensure cases/issues are closed properly</li><li>Train junior staff on the different job activities to ensure transfer of know-how, when applicable</li><li>Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff</li></ul><h3>Job Qualifications And Requirements</h3><ul><li>A minimum of 5 years of relevant experience</li><li>Bachelor’s degree in Engineering or Business Administration or equivalent is required Master’s degree in Business Administration, Project Management, or equivalent is preferred</li></ul></div>#J-18808-Ljbffr
