Job Description
The Technical Institute Project Manager is responsible for day-to-day leadership of the Technical Institute Project, whilst working closely with the Qatar Project and Branch Office to create, maintain and audit adherence to the Project Control/Management System within the Technical Institute.The Technical Institute Project Manager will oversee the day-to-day activities within the Technical Institute Project Management team, managing all project and procurement processes that are key to supporting the day-to-day operations.The role will work closely with the Qatar Program Office (QPO) and Qatar Branch Office (QBO) to maintain a robust, manageable project management system for the Technical Institute, which is interoperable with the requirements of the QPO whilst being used within the Technical Institute.The Project Manager will provide expert advice to the Technical Institute on all Project Management & Control matters, including but not limited to cost, risk, opportunity, change management, schedule/milestone adherence and estimate to completion (CSR) across all Major Work Elements.The role will play an intrinsic role in ensuring that there is continuous improvement and a tailored business governance process in-place that supports and enables strong operational performance.Core ActivitiesThe Project Management Lead will oversee project delivery across the Technical Institute, ensuring performance against contractual, schedule, technical, financial, and quality objectives. The role involves maintaining robust project plans for both recurring training delivery and additional non-recurring requirements that may arise.Key responsibilities include managing project controls, including baseline management, change control, budgeting, reporting, and subcontractor oversight, while ensuring effective risk and opportunity management throughout the project lifecycle. The role also leads compliance with corporate governance frameworks/mandates, ensuring procedures, governance, and reporting are in place and continuously improved.In addition, the postholder provides leadership and support to the project team through coaching, objective setting, and development planning, while contributing to wider business processes such as general business planning, Contract Status Reporting, and Continuous Improvement initiatives. The role also ensures compliance with statutory, regulatory, and corporate requirements and provides expert project management advice to senior leadership.RequirementsQualifications/Functional KnowledgeEssential QualificationsBachelor’s degree in project management or a related fieldFluent English, with a minimum of IELTS 7.0 / CEFR C1 for non‑native speakersEssential Skills and ExperienceAt least five years’ project management experience on large-scale projects valued at £80m+Experience in a management role with responsibility, managing large or multidisciplinary project and subcontract teamsProven ability to resolve complex project issues while managing customer expectationsStrong experience in stakeholder managementExperience across different stages of the project lifecyclesExperience in business reporting and presenting to senior management/leadershipExperience developing and applying engineering and project management processes in a range of contexts (e.g. organisational design, information management, risk and opportunity management, functional governance)Highly organised with extensive planning and problem‑solving skills requiredAbility to manage time and workload effectivelyExcellent communication skills, both written and verbalAbility to engage and motivate othersHigh degree of competency with Microsoft Office applicationsAble to gather and analyse data and produce reportsDesirable QualificationsChartership from a recognised professional body (e.g. Association for Project Management)Other relevant project management or procurement qualificationsDesirable Skills and ExperienceExperience in Middle EastExperience working in a military/defence environment or an education environmentCommercial and procurement related experience#J-18808-Ljbffr
