Job Description

We’re Hiring: HSE Officer – HSSE | ASMEFAli & Sons Marine Engineering Factory (ASMEF) is seeking a dedicated and proactive HSE Officer to support daily HSSE operations across our workshops and project sites. The role is responsible for ensuring compliance with safety regulations, monitoring site activities, promoting a strong safety culture, and supporting safe execution of all operational activities.The ideal candidate will work closely with internal teams, contractors, and external authorities to maintain high standards of health, safety, environmental compliance, and operational excellence.Key ResponsibilitiesConduct daily site inspections, safety walks, and toolbox talk audits to ensure compliance with HSE procedures.Monitor site and workshop activities to ensure adherence to company, client, and regulatory HSE requirements, including environmental controls.Issue and monitor Permit-to-Work (PTW) systems, ensuring permits are properly authorized and controlled.Identify and address unsafe acts, unsafe conditions, and security concerns, ensuring corrective actions are implemented.Perform regular inspections of tools, machinery, equipment, and safety gear to ensure safe operating conditions.Conduct weekly HSE audits, safety walkthroughs, and worksite hygiene monitoring as per the planned schedule.Prepare and review risk assessments and job hazard analyses for specific tasks and work sites.Inspect and maintain emergency and safety equipment including firefighting systems and first aid facilities.Support emergency response activities, including first aid and initial firefighting actions when required.Participate in incident reporting and investigations, ensuring corrective and preventive actions are implemented.Maintain accurate HSE records and documentation, including inspection reports, observation logs, incident reports, and training registers.Deliver HSE inductions and safety training for employees and contractors.Conduct Toolbox Talks, HSE meetings, and safety awareness sessions.Promote safe work practices and ensure appropriate safety signage and precautions are implemented.Supervise and manage fire watches and safety inspectors, including deployment and timekeeping.Provide general HSE supervision across workshops, yards, and project sites.Support departmental administrative duties and site security monitoring as required by the HSE Lead.Qualifications & ExperienceEducationDiploma or Degree in Engineering, Occupational Health & Safety, or related disciplineProfessional CertificationsNEBOSH / IOSH or equivalent HSE certification (preferred)ExperienceMinimum 5 years of relevant HSE experience, preferably in EPC, fabrication, ship repair, or construction environmentsSkillsPermit-to-Work (PTW) managementRisk assessment and hazard identificationIncident investigation and reportingSafety inspections and auditsEmergency response coordinationStrong communication and safety leadershipSoftwareMS OfficeLanguagesEnglishWhy Join Us?At ASMEF, safety is at the heart of everything we do.
