Procurement & Contracts Manager

The Procurement & Contracts Manager is responsible for planning, executing, and managing procurement and subcontracting activities for construction and industrial projects. The role ensures commercial efficiency through strategic sourcing, competitive tendering, and effective contract administration while maintaining compliance with UAE regulations and project requirements.Key ResponsibilitiesProcurement Strategy & PlanningDevelop and implement procurement and subcontracting strategies aligned with project timelinesPrepare procurement plans and tender schedules for materials, subcontractors, and servicesCoordinate procurement activities with engineering, planning, and construction teamsIdentify and manage long‑lead items to ensure timely project executionSupplier & Subcontractor ManagementIdentify, evaluate, and prequalify subcontractors and suppliers in the UAE marketMaintain and expand a reliable vendor and subcontractor databaseLiaise with local and international suppliers to ensure competitive participationTendering & Commercial EvaluationManage end-to-end tendering processes including RFQs, ITTs, and bid submissionsAnalyze technical and commercial proposals from suppliers and subcontractorsConduct bid clarifications, negotiations, and cost benchmarkingPrepare tender evaluation reports and recommendation summariesEnsure full documentation, transparency, and audit compliance throughout the processContract ManagementDraft, review, and finalize subcontract agreements in line with main contract requirementsEnsure contracts reflect back‑to‑back obligations and comply with FIDIC and UAE standardsManage the full lifecycle of subcontract agreements from award to close‑outMonitor contractor performance in terms of cost, time, quality,and scopeCommercial Control & Risk ManagementTrack variations, claims, and contractual correspondenceMaintain variation registers and procurement documentationSupport cost control, budgeting, and procurement forecastingIdentify procurement risks and implement mitigation strategiesParticipate in value engineering initiatives to optimize costsProject Coordination & ExecutionCoordinate with engineering, QA/QC, logistics, and commissioning teamsMonitor manufacturing progress, inspections, and delivery schedulesSupport FAT, SAT, and commissioning‑related supplier activitiesEnsure compliance with authority requirements such as ADM, DMT, and Civil DefenseStakeholder & Authority CoordinationInterface with clients, consultants, authorities, and internal teamsSupport approvals related to materials and subcontractorsEnsure compliance with UAE regulatory frameworks and project specificationsTeam Management & Process ImprovementLead and manage procurement engineers and contracts specialistsEnsure accuracy and compliance of procurement documentationDrive continuous improvement in procurement and contract management processesProject Close‑Out & HandoverManage subcontract close‑out, final accounts, and documentationEnsure submission of warranties, guarantees, and as‑built recordsTrack post‑handover obligations during the defects liability periodSupport resolution of outstanding issues until final project completionQualifications & ExperienceBachelor's degree in Engineering, Construction Management, Quantity Surveying, Law, Economics, or Business Administration7–10 years of experience in procurement and subcontract management within construction or industrial projectsStrong experience in UAE contracting environment and subcontractor managementHands‑on experience in tendering, contract negotiation, and procurement lifecycleFamiliarity with FIDIC, EPC, and Design‑Build contractsExperience with long‑lead equipment procurement and commissioning coordination is an advantageProficiency in MS OfficeFluent in EnglishKey Skills & CompetenciesStrong negotiation and commercial acumenExpertise in procurement strategy and contract managementKnowledge of UAE construction regulations and authority requirementsAnalytical thinking and cost optimization skillsStrong coordination and stakeholder managementLeadership and team management abilitiesAttention to detail and compliance‑driven mindset#J-18808-Ljbffr
