Job Description
<div><p>Provide strategic advisory and leadership oversight across all environmental centers, encompassing Financial, Procurement&Contracting, HC, and IT. The role drives the development of unified strategies, governance frameworks, and performance models that enhance efficiency, standardization, and excellence under the Shared Services Program. It ensures the delivery of transparent, compliant, and high-quality services that promote sustainability and human capital growth.</p><h3>Responsibilities&Accountabilities</h3><ul><li>Develop strategic frameworks and operational roadmaps for all Shared Services domains, ensuring alignment with the overarching vision, governance model, and transformation goals of the environmental centers.</li><li>Guide the centers functional leaders (Procurement, Financial Operations, Talent Acquisition, and L&D) by providing coaching, direction, and strategic mentorship to enhance organizational capability and leadership effectiveness.</li><li>Oversee shared budgeting frameworks and financial efficiency programs across all functional domains, ensuring optimized resource utilization and cost control.</li><li>Oversee the performance reporting and analysis across all centers, ensuring the timely delivery of financial, operational, and HR performance dashboards to senior leadership.</li><li>Lead the design and execution of an integrated talent acquisition and workforce planning strategy across all environmental centers, ensuring that recruitment processes are unified, transparent, and aligned with strategic workforce needs.</li><li>Oversee the establishment of a unified Learning&Development framework that supports organizational capability, leadership readiness, and professional growth across all centers.</li><li>Establish robust governance mechanisms to ensure full compliance with financial, procurement, and labor regulations across the centers structure.</li><li>Build and sustain productive relationships with executive leadership, center directors, regulatory authorities, and external partners to ensure alignment and collaboration.</li><li>Evaluate trends, variances, and process bottlenecks, and initiate targeted improvement programs to enhance service quality, reduce costs, and improve turnaround times.</li><li>Establish unified policies, systems, and processes that integrate Finance, Procurement, and HR functions under a single Shared Services governance framework.</li><li>Lead institutional transformation initiatives that embed Shared Services best practices, digital enablement, and operational integration across all environmental centers.</li><li>Oversee the development, integration, and execution of Shared Services strategies across Finance, Procurement, Human Capital, and IT functions, ensuring unified direction, operational consistency, and alignment with Vision 2030 transformation priorities.</li><li>Direct the design, implementation, and continuous enhancement of unified procurement and contracting policies, ensuring compliance with national procurement laws and Shared Services governance standards.</li><li>Oversee all financial operations functions across the centers scope, including accounting, reporting, cash management, and financial control, ensuring adherence to statutory and regulatory standards.</li></ul><h3>Job Requirements</h3><ul><li>Education: Master’s degree in Business Administration, Finance, Accounting, Human Resources, Organizational Development, or Public Administration from a recognized university - Bachelor’s degree mandatory.</li><li>Years of experience: +15 years of progressive experience in Shared Services, Corporate Services, or Organization Transformation, preferably within public sector or large national entities.</li><li>Skills: Strategic Thinking, Decision Making, Quality Oriented, Employee Empowerment, Problem Solving.</li></ul></div>#J-18808-Ljbffr
