Job Description
Located on Al Udeid Airbase in Doha, the Qatar Technical Institute provides internationally recognised training programs to all three services that make up the Qatar Armed Forces. The QTI training pipeline consists of Foundation Training, General Engineering and Speciality Type Training. Supporting Qatar vision 2030, this ensures QAF personnel are equipped with appropriate skills and knowledge for a career in the Armed Forces.About the Role HolderThe role holder will be a pro‑active individual who demonstrates ownership of all activities within their direct areas of responsibility.Core DutiesDevelopment and implementation of a tailored Technical Institute Procurement Plan, whilst ensuring adherence to BAE Systems Procurement Function governance – propose to take this out as we are now governed by the Qatar Branch Office Procurement Management PlanRemain proactive in communications with all stakeholders for the identification and on‑going management of Technical Institute requirementsDevelop knowledge of local markets and suppliers to better inform the ability to meet requirementsCarry out tenders to ensure the most suitable suppliers are utilised whilst implementing cost saving strategies to achieve project cost targets for high value itemsCollaborate effectively with all requirement owners to ensure appropriate suppliers are engaged and end‑user requirements fully understood and communicatedRegularly inform relevant stakeholders on lead times to manage end‑user expectationsEngage the Technical Institute Project Management Team to ensure mutual understanding and management of the on‑shore order book, commitment and spend profilesEstablish robust, trusted relationships with suppliers for current and potential future requirements, across the Qatar programmeEnsure the Qatar Branch Office Procurement Group Lead is provided with regular updates on supplier activities and lessons learned for application across the Qatar programmePrepare and agree the appropriate Procurement artefacts are in place to facilitate successful contract execution with any Qatari Suppliers (e.g. Decision Making Forums, Purchase Orders, Payment Plans, Certificates of Achievement, and Invoice Transaction)Work closely with relevant stakeholders within Qatar Branch Office to ensure all Supplier invoices are processed and paid in timely manner e.g. Finance ManagerManage all supplier visits to the Qatar Technical Institute, taking careful consideration of rules and regulations of an active military airbaseEstablish close working relationships with legal and export control functions to ensure all on‑shore procurement activities are legal and compliantBe present with suppliers and vendors, at their location, to help mature requirement understanding (e.g. producing and collecting samples for further discussions and subsequently providing feedback)The PPM Cell and Procurement Support will often be a supplier’s only point of contact with BAE System, as a result, this role is expected to act professionally at all times, demonstrating BAE Systems behaviours whilst representing the organisationRequirementsEssentialQualified, or working towards MCIPs Level 6A minimum of two years’ experience in a Procurement Officer role or similarExperience working in the Middle EastKnowledge of the applicable laws and regulations in both the UK and QatarExcellent communication skills with the ability to promote change and communicate effectively with a diverse range of stakeholdersStrong organisational and motivational skillsAble to engage suppliers and vendors from varying cultures with tact and diplomacyProven capability in resolving complex issues whilst managing end‑user expectationsAbility to react quickly, and positively to changeCompetent in the use of Microsoft Office Suite (e.g. MS Word, MS Excel, MS PowerPoint) and database managementMust be able to coordinate multiple priorities in a dynamic operating environment, working with a high degree of autonomyFluent in English (minimum IELTS 7.0/CEFR C1 for non‑native English speakers)Valid Qatar driving licenseDesirableExperience working with a Military customer or in a Military environmentAbility to speak languages common in Qatar i.e., Hindi, Tagalog, Nepali or Arabic#J-18808-Ljbffr
