NOC Engineer (PMC)

OverviewStantec is hiring a NOC Engineer for our Dubai operations. The engineer will coordinate with all authorities on all NOC applications during various design stages, focusing on wet infrastructure projects such as wastewater, stormwater, potable water and recycled water systems, as well as flood management and water resources studies.ResponsibilitiesPermitting/NOCs in UAECoordinate with local authorities and obtain all project-related NOCs and building permits.Process company registrations with authorities/developers, follow up qualification procedures, and attend kick‑off and coordination meetings.Review, prepare, and submit NOC applications, ensuring all authority requirements are included to reduce response time and eliminate multiple resubmittals.Manage drawing progress with the technical department and update GIS.Study and review pipeline and corridor proposals, consult with clients and the engineering team, conduct research for project requirements, analyze survey and field data, prepare reports, and evaluate tenders.Collaboration and TeamworkWork with peer engineers to overcome project design challenges.Liaise with discipline teams and remote teams from other regions, and coordinate with sub‑consultants and sub‑contractors.Safety and Company GuidelinesComplete all work in line with Stantec’s Core Values, Quality Systems, Project Quality procedures, and Health & Safety procedures.Design for safety.Client Services and Stakeholder ManagementOrganize and attend meetings with clients to collect data and discuss technical solutions and options.Attend meetings with stakeholders and follow up on NOCs for utility corridors.Other Duties as required from time to time.CompetenciesClient service management and relationship building.Analytical assessment of project complexities and mitigation support.Rigorous attention to detail and professional development commitment.Flexible attitude, proactive project execution, and ownership.Flexible work hours, occasional weekend work, and coordination with government authorities in UAE.Excellent command in Arabic and English (both written and spoken); Arabic language skills preferred.Strong decision‑making, problem‑resolution skills, and team work capabilities.QualificationsBachelor’s degree in Engineering from a recognized university.8-10 years of experience in large‑scale wet infrastructure projects.Candidate must be in UAE.Working knowledge of engineering software such as AutoCAD and MicroStation.#J-18808-Ljbffr
