<div><ul><li><b>Client:</b>Dubai Government</li><li><b>Location:</b>Dubai</li><li><b>Job Grade:</b>14</li></ul><h3>Reporting Lines</h3><ul><li><b>Reports To:</b>Executive Director – Strategy Sector</li></ul><h3>Job Purpose</h3><p>To develop, design, and implement risk management and mitigation plans, and establish and apply a comprehensive risk management framework. This includes policies, procedures, processes, and general principles, ensuring integration into the strategic planning process.</p><h3>Key Responsibilities</h3><h3>Functional Responsibilities</h3><ul><li>Lead the development and continuous update of the<b>Enterprise Risk Management (ERM) framework</b>, including policies, principles, procedures, and tools, ensuring alignment with international best practices.</li><li>Oversee the preparation and periodic update of the<b>organizational risk register</b>, classifying risks (strategic, operational, financial, reputational) in coordination with relevant departments.</li><li>Direct risk assessment activities by analyzing likelihood and impact, prioritizing risks, and proposing mitigation and contingency plans.</li><li>Promote a<b>risk‑aware culture</b>through workshops and staff training on risk management principles and response strategies.</li><li>Provide advisory and technical support to organizational units on identifying and mitigating risks related to their operations, projects, and programs.</li><li>Coordinate with Internal Audit to monitor emerging risks and assess the effectiveness of corrective controls.</li><li>Manage crises and unexpected events affecting business continuity and develop continuity plans.</li><li>Oversee the implementation of<b>digital tools and reporting systems</b>to monitor risk levels and provide periodic reports to senior management.</li><li>Analyze<b>Key Risk Indicators (KRIs)</b>and provide recommendations to reduce exposure.</li><li>Review legal matters related to risk, particularly insurance, contracts, and regulatory obligations.</li><li>Prepare and submit performance reports, achievements, and improvement plans to senior management in line with strategy sector methodologies.</li><li>Monitor the implementation of risk mitigation plans and ensure alignment with strategic and operational plans.</li><li>Represent the office in internal and external meetings and provide expert recommendations to support decision‑making.</li><li>Contribute to institutional initiatives such as innovation, excellence, and future foresight to enhance organizational resilience.</li><li>Ensure compliance with information security policies and report any breaches.</li><li>Adhere to occupational health, safety, and environmental policies.</li><li>Perform any other duties as assigned.</li></ul><h3>Operational Responsibilities</h3><ul><li>Provide periodic and on‑demand reports and data to sector management, highlighting improvement areas to support decision‑making and operational excellence.</li><li>Deliver regular performance reports, identify gaps and risks, and recommend corrective actions to minimize disruptions and ensure achievement of objectives within timelines.</li><li>Provide inputs to the Finance Department for budget preparation in line with governance processes.</li><li>Monitor budget execution, report variances, and recommend corrective actions.</li></ul><h3>People Management</h3><ul><li>Develop workforce planning strategies, including recruitment, training, and development, to ensure operational efficiency.</li><li>Set performance objectives, monitor progress, and conduct mid‑year and annual performance reviews.</li><li>Provide guidance and coaching to team members on operational and people management matters.</li></ul><h3>Stakeholder Management</h3><ul><li><b>Internal Stakeholders:</b>All organizational units within the entity</li><li><b>External Stakeholders:</b>Semi‑government and private entities, as well as relevant local and federal authorities</li></ul><h3>Required Qualifications</h3><h3>Academic Qualifications</h3><ul><li>Bachelor’s degree in Risk Management, Finance, Business Administration, Crisis&Disaster Management, or a related field from an accredited university</li></ul><h3>Professional Experience&Skills</h3><ul><li>Minimum<b>7 years of relevant experience</b></li><li>Ability to develop policy recommendations and legislative inputs</li><li>Experience in managing large‑scale programs and engaging multiple stakeholders</li><li>Proven experience in leading cross‑functional teams and strategic initiatives</li><li>Strong knowledge of sector trends and emerging practices to support strategy and policy development</li></ul><h3>Leadership Competencies (Advanced Level)</h3><ul><li>People Management</li><li>Driving and Enabling Change</li><li>Strategic Thinking</li></ul><h3>Behavioral Competencies (Advanced Level)</h3><ul><li>Positive Energy&Engagement</li><li>Excellence in Execution</li><li>Customer/Community Focus</li><li>Organizational Awareness</li></ul><h3>Technical Co
