Job Description

To provide strategic leadership, direction, and executive oversight over all Incentives and Grants portfolios, ensuring the design, development, enablement, and operational excellence of incentive-driven mechanisms that accelerate environmental impact and support the Fund’s mandate. The role ensures that grant and incentive programs are rigorously governed, data-driven, stakeholder-aligned, and executed with measurable effectiveness, while identifying emerging opportunities that enhance EF’s national environmental role and long-term value creation.Responsibilities & AccountabilitiesDevelop and implement the general department strategy that supports the Fund's overall strategic plan by analyzing internal and external factors that may impact the sector’s success, identifying key performance indicators (KPIs) to measure progress, and developing action plans to achieve goals.Translate the general department strategies and policies into operational plans and collaborate with concerned staff members to identify the required projects and initiatives that support the achievement of the strategic objectives of the general department, and organize the work of subordinates and oversee its implementation to take part in realizing the Fund’s envisioned future.Provide coaching, training, and development opportunities for the employees to help them acquire the skills and knowledge needed to succeed in their roles and advance their careers. This involves providing regular feedback on performance, identifying areas for improvement, and creating development plans that align with the Fund's strategic goals.Prepare and propose the general department's budget plan, collaborate with the team to identify key financial drivers, establish budgetary goals and targets, and ensure that resources are allocated appropriately to achieve those goals.Control expenditures within the approved budget to enable the general department to estimate projected expenditures and ensure efficient and effective use of financial resources. Identify new incentive opportunities based on benchmarking and sector needs.Collaborate with experts to design programs with clear KPIs and lifecycle definitions.Encourage innovation, private-sector participation, and environmental solutions.Maintain consistency and quality across program workflows and review cycles.Ensure compliance with governance, legislation, audits, and risk requirements.Monitor adherence to due diligence and verification protocols.Define program priorities and impact themes aligned with national environmental objectives.Direct the development of frameworks, guidelines, and methodologies for incentive programs.Ensure integration of data-driven insights in design and evaluation.Job RequirementsEducation: Bachelor’s degree in Business Administration, Environmental Management, Industrial Engineering, Economics, Public Policy, Project Management, or a related field.Professional Certifications: Project Management Professional (PMP), Certified Sustainability Practitioner (CSR-P) or equivalent is highly preferred.Years of experience: 15+ years of progressive experience in Grants, Incentives, Environmental Programs, Economic Development, or Public Sector Funds, including at least 6 years in executive or senior leadership roles.Skills: Privatization Strategy Review and Execution, Information Systems Knowledge, Corporate Performance Management, Coaching and Internal Business Consulting, Opportunity Identification and Development, Data Analysis and Reporting, Employee Empowerment, Business Excellence.#J-18808-Ljbffr
