Job Description

The PMC HSE Officer is responsible for implementing and monitoring all Health Safety and Environmental (HSE) requirements at the project site level. The role ensures compliance with the company HSEQ Management System ADOSH-SF requirements and international safety best practices while coordinating closely with the PMC HSEQ Manager project teams EPC contractors and supervision consultantsKey ResponsibilitiesSupport the development and implementation of the Project HSE Management System including monitoring systems and incident reporting procedures.Ensure project-level compliance with HSEQ Plans procedures and permit-to-work (PTW) systems as per client and ADOSH-SF requirements.Site-Based HSE Monitoring & AssuranceCarry out assurance and self-verification daily site supervision inspections and monitoring of all construction activitiesPrepare HSEQ summary reports and contribute to weekly and monthly HSEQ reporting cycles.Support enforcement of client T12 Essential Rules and ensure consistent site compliance.Carry out assurance and self-verification activities against contract HSE requirementsDocumentation Review & Technical HSE ControlReview contractor HSEQ plans method statements risk assessments and all HSE documents to ensure alignment with company standards.Support the development and maintenance of the formal project risk assessment processTrack contractor and consultant HSEQ documentation certifications and compliance records to ensure compliance.Incident Reporting & Investigation SupportParticipate in incident/near-miss investigations support root-cause analysis and ensure timely escalation to PMC and teamsEnsure accurate incident logs are maintained and corrective and preventive actions are implemented.Coordination with PMC Client & ContractorsCoordinate closely with Client Transmission representatives PMC HSEQ Manager supervision consultants and EPC contractors to ensure consistent HSEQ executionProvide real-time HSEQ inputs and updates to PMC and teams.Provide specialist HSE advice as required for highrisk activities.HSE Training Toolbox Talks & AwarenessSupport or lead HSE meetings toolbox talks inductions and awareness campaigns in collaboration with consultants/contractors.Assist in developing and delivering effective HSE training modules for project personnel as required.Emergency Preparedness & ResponseParticipate in emergency preparedness drills evaluate outcomes and provide improvement recommendationsEnsure emergency response equipment procedures and communication protocols are in place at site level as per client and regulatory requirements.HSE Performance Monitoring & ReportingMaintain project HSEQ performance statistics and ensure they are communicated internally.Update HSEQ action trackers and ensure followthrough on outstanding items.Regulatory ComplianceEnsure compliance by all parties with UAE legislation client regulations and project-specific HSEQ requirements.Stay updated on legislative changes and communicate them to relevant project stakeholders.Professional ConductSet a personal example and promote a culture of safety integrity and professionalism.Functionally report to the PMC HSEQ Manager while supporting the Project Director as requiredQualificationsEducationBachelors degree in HSE Engineering or related field; or NEBOSH Diploma NEBOSH IGC or equivalent recognized HSE qualification.ISO 45001:2018 Lead Auditor qualification preferred.OSHAD/ADOSH Safety Practitioner CourseExperienceMinimum 8 years of HSE experience ideally in utilities transmission EPC or heavy civil projectsMinimum 35 years specifically as an HSE Engineer/Officer on construction projects.Prior experience working with Supervision Consultants or in a PMC environment is required.Experience in HSE implementation for highrisk construction environments (e.g. substations transmission lines infrastructure) preferred.CompetenciesStrong communication leadership and stakeholder engagement skills.Proficient in Microsoft Office applications.Ability to interpret technical HSEQ documentation and regulatory requirements.Skilled in incident investigation and risk assessment methodologiesAdditional InformationJoin our social media conversations for more information about Turner & Townsend and our exciting future projects:TwitterInstagramLinkedInRemote WorkNoEmployment TypeFull-time#J-18808-Ljbffr
