Job Description

We are seeking an experienced and results-driven Head of Business Development – Overseas Manpower Staffing & Outsourcing to lead our international recruitment business operations. The ideal candidate will be responsible for driving business growth, developing overseas client partnerships, overseeing recruitment operations, and managing overall manpower supply projects.This role requires strong expertise in business development, talent acquisition operations, client relationship management, and manpower outsourcing strategies.Key ResponsibilitiesBusiness DevelopmentIdentify and develop new overseas clients for manpower staffing and outsourcing servicesGenerate leads and close large-scale recruitment contractsDevelop strategic partnerships with international employersAchieve revenue and growth targetsPrepare proposals, tenders, and service agreementsOverseas Manpower StaffingManage end-to-end overseas recruitment operationsOversee bulk hiring projects across multiple industriesCoordinate with sourcing teams for timely candidate mobilizationEnsure compliance with international recruitment regulationsTalent Acquisition & Recruitment OperationsSupervise recruitment managers and sourcing teamsImprove recruitment processes and operational efficiencyMonitor KPIs and hiring performance metricsMaintain quality standards in candidate screening and selectionOperations & AdministrationOversee operational workflow and documentation processesEnsure legal compliance with labor laws and overseas regulationsManage budgets and cost control for recruitment projectsLead cross-functional teams for smooth executionRequirementsBachelor’s degree in Business Administration, HR, or related field5–7 years of experience in overseas manpower staffing & recruitmentProven track record in business development within recruitment industryStrong international client network (GCC experience preferred)Leadership and team management experienceExcellent negotiation and communication skillsStrong understanding of recruitment compliance and labor regulationsPreferred SkillsExperience handling large-scale overseas mobilization projectsStrong understanding of GCC / Middle East manpower marketsAbility to manage multiple client accounts simultaneouslyStrategic planning and revenue forecasting skillsWhat We OfferCompetitive salary + performance incentivesLeadership role with growth opportunitiesDynamic and professional work environmentOpportunity to expand international business portfolio#J-18808-Ljbffr
