Finance Manager

<div><h3><b>JOB PURPOSE</b></h3><p>To manage and oversee all financial, budgeting, costing, and reporting functions of the Government entity, ensuring effective financial planning, cost optimization, budgetary control, and compliance with government financial regulations. The role has a strong focus on costing, project financial management.</p><h3><b>KEY RESPONSIBILITIES</b></h3><ul><li>Financial Management&Control</li><li>Manage the entity’s financial operations, including budgeting, forecasting, expenditure control, and financial reporting.</li><li>Ensure compliance with RAK Government financial regulations, DoF circulars, and approved financial policies.</li><li>Oversee month-end and year-end financial closing, accruals, and financial reconciliations.</li><li>Coordinate with DoF, and other oversight entities on financial matters.</li></ul><h3><b>Budgeting and planning</b></h3><ul><li>Lead the preparation, execution, and monitoring of annual and multi-year budgets.</li><li>Monitor budget utilization and identify variances, risks, and required corrective actions.</li><li>Ensure alignment of budgets with approved strategies and government priorities.</li></ul><h3><b>costing and cost control</b></h3><p>Develop and maintain costing models for:</p><ul><li>Operational platforms and shared services</li><li>Infrastructure, systems, licenses, and maintenance contracts</li><li>Projects and transformation initiatives</li></ul><ul><li>Perform cost-benefit analysis, unit costing, and lifecycle costing for initiatives and services.</li><li>Support feasibility studies and financial justifications for new projects.</li><li>Analyze cost drivers and recommend optimization and efficiency measures.</li><li>Ensure appropriate allocation of shared costs where applicable.</li></ul><h3><b>Project financial management</b></h3><ul><li>Oversee financial planning and cost tracking for digital and IT projects.</li><li>Monitor project expenditures against approved budgets and milestones.</li><li>Ensure correct financial treatment of project costs (capital vs operational).</li></ul><h3><b>Governance system&reporting</b></h3><ul><li>Ensure effective use of government financial systems (e.g. ERP / SAP).</li><li>Prepare financial dashboards, management reports, and analysis for senior management.</li><li>Support internal and external audits and ensure timely closure of audit observations.</li></ul><h3><b>Education</b></h3><ul><li>Bachelor’s degree in finance, Accounting, Cost Accounting, or related field.</li><li>Professional certification preferred (CPA, CMA, ACCA, or equivalent).</li></ul><h3><b>Experience</b></h3><ul><li>Minimum 8–10 years of relevant financial experience, preferably in government, semi-government, or large organizations.</li><li>Strong hands-on experience in costing, budgeting, and project financial management.</li><li>Experience working with ERP systems (SAP preferred).</li></ul><h3><b>Key competencies</b></h3><ul><li>Strong costing and analytical skills</li><li>Government budgeting and financial control</li><li>Project cost management</li><li>Stakeholder coordination</li><li>High attention to detail and governance</li><li>Strong communication and reporting skills</li></ul></div>#J-18808-Ljbffr
