<div><h3>Executive Director - Infrastructure Projects</h3><p>Full time | Black Pearl Consult | United Arab Emirates</p><p>Posted On 04/01/2026</p><h3>Job Information</h3><p>Number of Positions 1</p><p>City Dubai</p><p>337-1500</p><h3>Job Description</h3><p>We are currently supporting a confidential executive search for a senior leadership position within a large, asset-intensive organization in the UAE.</p><p>This is a strategic leadership role responsible for overseeing the planning, engineering, and delivery of complex, large-scale infrastructure and capital projects across a multi-project environment.</p><h3>Role Overview</h3><p>The Executive Director – Infrastructure Projects will lead the end-to-end execution of major projects, ensuring alignment with long-term business objectives, operational efficiency, and delivery excellence.</p><p>The role involves managing multiple project streams, overseeing senior teams, and driving performance across engineering, project management, and delivery functions.</p><h3>Key Responsibilities</h3><ul><li>Lead the execution of large-scale infrastructure and capital projects across multiple programs</li><li>Oversee engineering coordination, project governance, and delivery frameworks</li><li>Manage project portfolios, including prioritization, resource allocation, and performance tracking</li><li>Establish and implement best practices in project delivery, risk management, and quality assurance</li><li>Engage with key stakeholders including consultants, contractors, and regulatory entities to ensure smooth execution</li><li>Drive continuous improvement, innovation, and efficiency across project functions</li><li>Provide leadership and direction to senior project teams and functional heads</li></ul><h3>Requirements</h3><ul><li>Extensive experience in large-scale infrastructure, energy, or complex engineering environments</li><li>Proven track record in managing high-value, multi-project portfolios</li><li>Strong leadership experience overseeing senior teams and cross-functional stakeholders</li><li>Background in engineering-led organizations with asset-heavy operations</li><li>Solid understanding of project governance, contracts (e.g., EPC/FIDIC), and delivery frameworks</li><li>Ability to operate at both strategic and execution levels</li><li>Arabic speakers are preferred; Emirati national are highly preferred for this opportunity.</li><li>Candidates currently based in the UAE are highly preferred, followed by those in the GCC</li><li>Candidates from outside the region will be considered only if they are currently in a similar role within the same industry and function</li></ul></div>#J-18808-Ljbffr
