Organizational ContextThe International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies and 17 million volunteers. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Health And Care Department’s Health And Care Framework 2030 focuses on Health Systems Strengthening And WASH Systems Strengthening through 4 Pillars: Pillar 1: Global Health Security, Pillar 2: Global Health Protection and Universal Health Coverage, Pillar 3: Global Water Security, Pillar 4: Transformative Partnership. The 4 Pillars are supported by 3 Enablers: Enabler 1: Strengthening National Society Leadership on Health and WASH; Enabler 2: Strengthening IFRC Secretariate Health Infrastructure at county, cluster, region and Geneva level; Enabler 3: Digital Solutions and Data.Job PurposeThe overall objective of this consultancy is to support the Health and Care Departments’ work to strengthen health systems and support global health partnership development. The consultants work will align and contribute to the Health and Care Framework 2030 by providing high-level technical, strategic, and operational support to advance the Health Systems Strengthening teams agenda. The consultancy will lead and support funding proposal development, evidence generation, and the cultivation of global health partnerships that strengthen IFRC’s position as a essential global actor in Health System Strengthening, Universal Health Coverage (UHC), Global Health Security and Protection.Job Duties And ResponsibilitiesStrategic Funding Proposal Development and Resource Mobilization across Pillars 1 and 2 in Health and Care Framework 2030Lead the development of multi-country, multi-year Health System Strengthening, primary health care (PHC), health security and health protection proposals.Support and facilitate technical design workshops (virtual and in-person) with the Global Health Team and National Societies.Ensure alignment of proposal budgets, log frames, and workplans with IFRC policies and procedures.Evidence Generation, Learning and Knowledge TranslationConduct analyses of Health System Strengthening related IFRC programs, assessing contributions to UHC, resilience, and public health outcomes.Develop consolidated learning reports synthesizing performance, innovation, risks, and sustainability gaps.Produce thematic briefs on PHC, preparedness and community health workforce models.Develop actionable recommendations in collaboration with regional teams and National Societies.Global Health PartnershipsIdentify and propose options to cultivate strategic partnerships with global health institutions.Support IFRC’s current leadership and engagement with global health partnerships, platforms and collaborative frameworks.Technical Support for Health Systems Strengthening programmingDevelop or refine Health System Strengthening frameworks, tools, and guidance for National Societies.Capacity Strengthening and Technical AccompanimentSupport capacity building on Health System Strengthening, proposal development, Monitoring Evaluation and Learning.Monitoring Progress and ReportingDevelop progress reports and dashboards linked to Health System Strengthening priorities.Track outcomes and proposal performance.Report on emerging global health trends and opportunitiesAlignment to the IFRC’s Strategy 2030IFRC’s work on health system strengthening and global health partnership development strengthens community preparedness and resilience by equipping staff and volunteers with the training, supervision and equipment to respond to public health emergencies, epidemics, and other crises at the local level.IFRC’s work on health system strengthening and global health partnership development expands equitable access to essential health services and contributes to improved health outcomes, universal health coverage, and long‑term community well‑being.IFRC’s work on health system strengthening and global health partnership developme
