Job Description

Job DescriptionThis role is responsible for ensuring construction projects are executed safely, efficiently, on time, and within budget, aligned with client objectives. It involves managing all project phases—from planning and design to execution—while overseeing contractors, supervision consultants, and resource allocation. The position emphasizes team leadership, mentoring, knowledge transfer, and continuous improvement of departmental structures and processes, while maintaining compliance with quality, environmental, safety, and occupational health standards, and performing other assigned duties.ResponsibilitiesEnsure that projects are managed safely, effectively, efficiently and completed on time and within budget in accordance with the objectives of the client.Manage and oversee all phases of construction projects, from planning and design to execution and completion.Ensure that contractors and supervision consultants follow the correct processes and procedures as set in the PMM processes and procedures, and establish and maintain risk registers for all projects.Assess the capability of the client’s existing project management and construction management staff and recommend appropriate roles and responsibilities.Develop and rectify departmental operating structure (org. chart, roles, responsibilities) and tools to be deployed (software, apply international best practice).Develop and implement project plans, including budgets, schedules, and resource allocation.Coordinate and collaborate with architects, engineers, contractors, and other stakeholders to ensure project requirements are met.Monitor and track project progress, identifying and resolving any issues or delays that may arise.Ensure compliance with all relevant regulations, codes, and standards.Manage and negotiate contracts with suppliers, subcontractors, and vendors; maintain overall responsibility for construction contractor/subcontractor adherence to their respective contracts.Provide regular updates and reports to senior management on project status, risks, and opportunities.Lead and supervise a team of construction professionals, providing guidance, mentoring, and support.Implement and enforce safety protocols and procedures to ensure a safe working environment.Support the client in preparing scope of work for construction RFPs.Support the client in preparing scope of works for site supervision contracts.Ensure that project execution plans submitted by contractors are properly reviewed and cover all health, safety and environmental aspects.Lead health, safety, security and environmental incident investigations and update health, safety, security and environmental data in the monthly reports.Review resource allocation to new projects to ensure sufficient resources are allocated from both contractor and supervision consultant.Report project progress, highlighting concerns, providing recommendations and implementing any agreed mitigation measures.Monitor project progress against schedule and cost plan and advise the client of any concerns.Review contractors and supervision consultants’ monthly reports.Prepare and issue project monthly dashboards and reports at the project level.Implement the project EDMS, ensuring that all project documentation complies with the client’s document management system.Ensure the timely and accurate input of data to the PMIS at project level.Follow up on the implementation of agreed action plans and escalated issues to higher management.Review supervision consultant recommendations for recovery plans, contractor claims or extension of time.Ensure the submission of monthly invoices by the contractor, develop and update the project cash flow forecast, and prepare estimates for variations.Implement a system for tracking labor efficiency based on achievement of installed quantities against the durations in the project master schedule; generate periodic status reports.Prepare the construction management department knowledge transfer program, including comprehensive on‑job learning.Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures in Hill International and ensures continued compliance while employed.Perform other duties as assigned by the line manager/supervisor.QualificationsBachelor’s degree in engineering from an accredited university.Minimum 20 years’ experience in large‑scale infrastructure or city development projects, leading to the position of construction manager on large‑scale projects.Experience of major government and/or semi‑government international construction sites with direct professional knowledge and management of the following: site engineering, project controls, environment, health and safety, contracts management, and quality.Extensive experience in the construction management of water and wastewater works.Experience implementing a zero‑accident philosophy.A record of engagement with government entities and utility providers.
