<div><h3>Comprehensive Building Condition Assessment and Handover Technical Audit</h3><p>Services Posted On: March 27, 2026; Closing On: April 2, 2026</p><h3>Job Reference: JB004-26-01334</h3><h3>Objective</h3><p>To conduct a comprehensive Building Condition Audit (excluding fire alarm, firefighting, CBS, and voice evacuation systems) in line with the latest RERA requirements, with the primary objective to:</p><ul><li>Identify all building defects and deficiencies</li><li>Establish a clear, measurable, and execution‑ready snag list</li><li>Enable HOAM to proceed with rectification works strictly based on the audit findings</li></ul><h3>Scope of Services</h3><h3>1. Technical Inspection&Assessment</h3><p>Carry out a detailed inspection of all accessible common areas, systems, and components, including but not limited to:</p><ul><li>HVAC systems</li><li>Plumbing and drainage systems</li><li>Electrical systems</li><li>Elevators and vertical transportation</li><li>BMS and ELV systems</li><li>Any other building‑related services and components</li></ul><p>The consultant shall:</p><ul><li>Identify all defects, deficiencies, and performance issues</li><li>Assess severity and urgency of each defect</li><li>Highlight any condition impacting safety, durability, or functionality</li></ul><h3>2. Exclusions</h3><ul><li>Fire Alarm, Fire Fighting, CBS, and Voice Evacuation Systems</li></ul><h3>3. Snag Identification&Classification</h3><p>All identified issues shall be:</p><ul><li>Clearly defined and individually listed</li><li>Classified as:</li><li>Supported with:<ul><li>Photographic evidence</li><li>Description of defect</li><li>Recommended rectification method</li></ul></li></ul><p>There is a mandatory requirement that each snag includes:</p><ul><li>Severity level</li><li>Recommended rectification</li><li>Estimated cost per snag shall be submitted in a separate document and strictly excluded from the BCA report</li><li>A consolidated summary shall be provided per system and for the overall building</li></ul><h3>4. Mandatory Reporting Requirements</h3><ul><li>Detailed Snag Register (Core Deliverable)<br/>Each snag must include:<ul><li>Severity level</li><li>Recommended rectification</li></ul></li><li>NOTE: Rectification works will be executed strictly based on the submitted snag register. Any omissions or unclear items shall not be considered at a later stage.</li><li>In addition, a consolidated summary shall be provided per system and for the overall building.</li></ul><h3>C. Final Report</h3><p>Submit a clear, structured, and RERA‑aligned technical report, including:</p><ul><li>Risk‑based prioritization</li><li>Consolidated snag register</li></ul><p>Upon completion of rectification works, the same consultant shall:</p><ul><li>Conduct re‑inspection of all identified snags</li><li>Verify closure status</li><li>Remarks on incomplete or ongoing works</li></ul><h3>6. RERA Compliance Requirement</h3><ul><li>Audit and reporting shall be in line with the latest RERA Law.</li><li>Follow accepted technical audit and documentation practices.</li><li>Be suitable for reserve fund justification (if required).<br/>• Conduct full site inspection prior to submission.<br/>• Ensure complete building coverage.<br/>• No variation due to incomplete inspection.<br/>• Coordinate with HOAM / FM team.<br/>• Attend clarification meetings without additional cost.</li></ul><h3>8. Commercial&General Conditions</h3><ul><li>No variation will be accepted after submission.</li><li>Scope shall be deemed fully understood.</li><li>Timeline must be clearly defined.</li><li>Submission shall be building‑specific.</li></ul><p>Attend any clarification meetings or site walkthroughs after report submission, at no extra charge.</p><h3>Terms&Condition</h3><h3>Dubai Trade License and Activity</h3><p><b>NOTE TO VENDORS:</b><b>As per the rules, all vendors supplying services in the Emirate of Dubai must have trade license issued by relevant authority in the Emirate of Dubai.</b><b>Before you apply for any job in the Emirate of Dubai, please make sure to comply with regulatory requirements.</b><b>Failure to do so can result in stoppage of funds through Escrow Account.</b><b>HOAM bears no liability towards any payment that is withheld by the Escrow Operator.</b><br/></p><h3>Standard RFP process</h3><p>1. Vendors are to use the ResponseForm provided and include all information requested by HOAM in relation to the RFP.</p><p>2. By submitting a Proposal the Vendor accepts that it is bound by the RFP Process, Terms and Conditions (RFP‑Terms).</p><p>3. Each Vendor will:</p><ul><li>Examine the RFP and any documents referenced in the RFP and any other information provided by HOAM.</li><li>Consider all risks, contingencies and other circumstances relating to the delivery of the Requirements and include adequate provision in its Proposal to manage such risks and contingencies.</li><li>Document in its Proposal all assumptions and qualifications made about the delivery of the Requ
