Comprehensive Building Condition Assessment and Handover Technical AuditServices Posted On: March 27, 2026; Closing On: April 2, 2026Job Reference: JB004-26-01334ObjectiveTo conduct a comprehensive Building Condition Audit (excluding fire alarm, firefighting, CBS, and voice evacuation systems) in line with the latest RERA requirements, with the primary objective to:Identify all building defects and deficienciesEstablish a clear, measurable, and execution‑ready snag listEnable HOAM to proceed with rectification works strictly based on the audit findingsScope of Services1. Technical Inspection & AssessmentCarry out a detailed inspection of all accessible common areas, systems, and components, including but not limited to:HVAC systemsPlumbing and drainage systemsElectrical systemsElevators and vertical transportationBMS and ELV systemsAny other building‑related services and componentsThe consultant shall:Identify all defects, deficiencies, and performance issuesAssess severity and urgency of each defectHighlight any condition impacting safety, durability, or functionality2. ExclusionsFire Alarm, Fire Fighting, CBS, and Voice Evacuation Systems3. Snag Identification & ClassificationAll identified issues shall be:Clearly defined and individually listedClassified as:Supported with:Photographic evidenceDescription of defectRecommended rectification methodThere is a mandatory requirement that each snag includes:Severity levelRecommended rectificationEstimated cost per snag shall be submitted in a separate document and strictly excluded from the BCA reportA consolidated summary shall be provided per system and for the overall building4. Mandatory Reporting RequirementsDetailed Snag Register (Core Deliverable)Each snag must include:Severity levelRecommended rectificationNOTE: Rectification works will be executed strictly based on the submitted snag register. Any omissions or unclear items shall not be considered at a later stage.In addition, a consolidated summary shall be provided per system and for the overall building.C. Final ReportSubmit a clear, structured, and RERA‑aligned technical report, including:Risk‑based prioritizationConsolidated snag registerUpon completion of rectification works, the same consultant shall:Conduct re‑inspection of all identified snagsVerify closure statusRemarks on incomplete or ongoing works6. RERA Compliance RequirementAudit and reporting shall be in line with the latest RERA Law.Follow accepted technical audit and documentation practices.Be suitable for reserve fund justification (if required).• Conduct full site inspection prior to submission.• Ensure complete building coverage.• No variation due to incomplete inspection.• Coordinate with HOAM / FM team.• Attend clarification meetings without additional cost.8. Commercial & General ConditionsNo variation will be accepted after submission.Scope shall be deemed fully understood.Timeline must be clearly defined.Submission shall be building‑specific.Attend any clarification meetings or site walkthroughs after report submission, at no extra charge.Terms & ConditionDubai Trade License and ActivityNOTE TO VENDORS: As per the rules, all vendors supplying services in the Emirate of Dubai must have trade license issued by relevant authority in the Emirate of Dubai. Before you apply for any job in the Emirate of Dubai, please make sure to comply with regulatory requirements. Failure to do so can result in stoppage of funds through Escrow Account. HOAM bears no liability towards any payment that is withheld by the Escrow Operator.Standard RFP process1. Vendors are to use the ResponseForm provided and include all information requested by HOAM in relation to the RFP.2. By submitting a Proposal the Vendor accepts that it is bound by the RFP Process, Terms and Conditions (RFP‑Terms).3. Each Vendor will:Examine the RFP and any documents referenced in the RFP and any other information provided by HOAM.Consider all risks, contingencies and other circumstances relating to the delivery of the Requirements and include adequate provision in its Proposal to manage such risks and contingencies.Document in its Proposal all assumptions and qualifications made about the delivery of the Requirements, including any assumption that HOAM or a third party will deliver any aspect of the Requirements or incur any cost related to the delivery of the Requirements.Ensure that pricing information is quoted in UAE dirhams (AED) inclusive of VAT.Satisfy itself as to the correctness and sufficiency of its Proposal, including the proposed pricing and the sustainability of the pricing.There is no expectation or obligation for Vendors to submit Proposals in response to the RFP solely to remain on any pre‑qualified or registered supplier list. Any Vendor on such a list will not be penalised for failure to submit a Proposal.4. Proposals are to remain valid and open for acceptance by HOAM for the Offer Validity Period.5.
