Reporting toHODEducation & TrainingMaster License STCW II/2 or Chief Engineer STCW III/2BSc (Hons) Nautical Science or Marine EngineeringInternal Auditor (ISM, ISPS, MLC)DPA/ CSO Qualification (Desirable)Lead Auditor (Desirable)ExperienceStrong operational understanding of offshore vessel operations, gained through prior sea-going service as Master or Chief Engineer, or through significant experience in a senior Marine Compliance, Marine Assurance, or Marine Operations management role with direct exposure to shipboard activities.Demonstrated knowledge of compliance requirements across a diverse range of offshore vessel types, including heavy lift vessels, dive support vessels, offshore construction vessels, and pipelay/installation barges, with the ability to assess operational suitability and regulatory compliance for different project scopes.Proven experience managing client marine assurance and compliance requirements for major Middle East operators, including ADNOC, Saudi Aramco, and Qatar Energy, covering vessel approvals, marine assurance inspections, compliance documentation, and close-out of findings.Strong understanding of international maritime regulatory frameworks including Flag State and Classification Society requirements, as well as key conventions such as SOLAS, MARPOL, MODU, ISM, ISPS, and MLC, ensuring vessels maintain statutory certification and operational compliance.Ability to interface effectively with clients, regulators, classification societies, marine warranty surveyors, and internal stakeholders, providing assurance that vessels meet both regulatory and client-specific compliance requirements through tendering, mobilization, and operational phases.Skill / AttributesStrong leadership capability, able to guide vessel teams and internal departments in meeting compliance expectations while promoting a proactive culture of safety, assurance, and regulatory adherence. Good communication with crew and stakeholders.Strong analytical and problem-solving skills, with the ability to interpret complex regulatory and client requirements and translate them into practical compliance processes and operational guidance.Excellent communication and stakeholder management skills, able to engage effectively with vessel crews, senior management, clients, classification societies, and regulatory authorities.High attention to detail and a structured approach to documentation, ensuring accuracy and consistency across certification records, compliance registers, and assurance reporting.Strong organizational and planning capability, with the ability to coordinate audits, inspections, and compliance activities across multiple vessels and projects simultaneously.Main ResponsibilitiesDevelop and implement the C³ Strategy (Continuous x Customer x Compliance) to ensure the fleet consistently meets client, regulatory, and internal compliance requirements across all operating regions.Establish and maintain a structured compliance framework that ensures vessels remain compliant through internal audits, external audits, planned maintenance alignment, inspection readiness, certification management, and verification of critical spare parts.Support both owned fleet operations and third-party vessel assurance, ensuring vessels working under the company’s control meet required compliance standards prior to mobilisation and throughout project execution.Coordinate and prepare vessels for client readiness inspections, including ADNOC, Aramco, Qatar Energy and other charterer audits, ensuring documentation, systems, and onboard practices meet contractual and regulatory expectations.Ensure full compliance with all applicable statutory and industry codes, including those governed under the ISM Code, Flag State, Classification Society, and relevant international maritime conventions.Act as the operational bridge between HSEQ and Asset Management for incident investigations, compliance reviews, and corrective action tracking to ensure lessons learned are embedded into fleet operations.Continuously monitor regulatory, client, and industry compliance requirements, ensuring updates from regulators, charterers, and industry bodies are reviewed and integrated into fleet procedures and management systems.Work closely with the Asset Management team to ensure compliance is embedded from vessel introduction, supporting due diligence, onboarding, system integration, and certification verification when new vessels join the fleet.Develop a scalable compliance framework that is transferable across all assets, ensuring consistent standards and procedures as the fleet expands.Build and lead a dedicated compliance team as the fleet grows, ensuring adequate resources and capability to maintain continuous operational compliance across the entire vessel portfolio.Incident investigation and root cause analysis, with the ability to identify systemic failures, implement corrective and preventive actions, and embed lessons learned across the fleet.Sup
