Job Description

JOB PURPOSE: This role requires an informed and hands-on approach to understanding and managing compliance risks across all FAB international locations including all branches subsidiaries and representative offices; staying abreast of rapidly evolving regulatory and Compliance departmental developments in each location; coordinating bank wide compliance initiatives internationally; and building practical and effective compliance frameworks and processes.The role will support and oversee the Compliance departments in international locations ensuring that Compliance programs in these locations are transparent and robust complying with Group Compliance standards best practices and applicable regulationsKEY ACCOUNTABILITIES: Job Specific Accountabilities Support the Head of International Compliance in deploying the banks Compliance strategy and program across all countries.Work with Group Compliance colleagues and Heads of Regional and Country Compliance to ensure that core elements of the Group Compliance framework are designed in a robust efficient and fit-for-purpose manner leading to clearer information for Senior Management better insights into regulatory risk management and reduced duplication and unnecessary noise. Core elements include:Reporting Assurance and Issues Management:Coordinate reporting and management information processes to enhance filter and de-duplicate reporting output capturing themes trends emerging risks as well as details of open risks and issues.Synthesise and standardise the reporting of risks and issues to enable consistent and enhanced information for Senior Management Boards and regulators.Escalate emerging risks relating to the inability to close issues in a timely fashionCoordinate the planning and execution of fit-for-purpose compliance assurance programs to identify prevent detect and correct non-compliance with applicable rules and regulations.Monitor progress on Groupwide regulatory and Compliance-related projects across all countries. Periodically report to senior management on project status and any regulatory risks inherent in project objectives and activities.Regulatory Change Assessments Policies and TrainingLeverage Compliance Risk Assessment and Group Risk and Control Self-Assessment processes to measure and challenge risk assessment outputs. Participate in the Annual Compliance Planning process ensuring that Annual Compliance Plans are duly reflective of heightened risks and issues.Support the appropriate governance and management of policies applicable to countries.Simplify regulatory change management processes and reporting of new and changing regulation to support a no-surprise culture across the bank.International Compliance Business ManagementSupport the Head of International Compliance in running the function as a business with prudent oversight of budget and financial risks recruitment and retention processes and oversight of a complex team of more than 100 staff across 4 continents.Coordinate engagements with internal and external audit ensuring that audits are prepared for according to consistent standards that accountability for issue ownership (both inside and outside the department) is a non-negotiable principle and that issues are driven the closure on a timely basis.  Provide advice to issue owners and auditees on best practice with respect to audit engagement and ensuring that risks are appropriately and sustainably mitigatedContribute to a no-surprise culture of compliance across all countries promoting business accountability for regulatory risk management proactive intervention to manage open and emerging risk and innovative approaches  to the dynamic resolution of open risk issuesEngage in initiatives and assignments from the Head of International Compliance and/or the Regional Heads of Compliance.Qualifications : Minimum QualificationMinimum Bachelors degree or higher in a relevant discipline (Business; Finance; Law; Economics)Minimum ExperienceMinimum of 10 years of experience in the banking industryDemonstrable understanding of complex financial services regulatory regimes across a variety of compliance risk themes (market abuse; consumer protection; prudential risk; conflicts of interest; financial crime; regulatory licensing and permissions) preferably in mature overseas marketsAt least 7 years in experience of handling synthesising and reporting complex information in a manner fit for Senior Management (including C-suite)Outstanding written English with a demonstrated ability to work with complex policy and regulatory documents delivering clear and concise business-friendly reportsA firm understanding of regulatory matters with proven exposure to global regulations and best practices in compliance standardsExcellent project management and administrative skillsStrong interpersonal people management and facilitation skills with good leadership skills.Ability to generate ideas think creatively develop innovative solutions and build effective
