Job Description

Job PurposeResponsible for managing techno-commercial activities related to tendering, prescription, and pre-qualification, while reviewing designs from a cost and feasibility perspective to identify savings opportunities, strengthen technical competitiveness, and ensure compliant, high-quality submissions that support business objectives.Key Accountability AreasTendering & Commercial ManagementSupervise the preparation, review, and submission of technical and commercial tender proposals in line with project requirements.Ensure accuracy, completeness, and competitiveness of bid documents, technical submittals, and costing inputs.Coordinate with Sales, Estimation, and Engineering to align technical solutions with commercial requirements.Review tender risks and provide mitigation recommendations to management.Prescription & Specification ManagementGuide and support the development of product and solution prescriptions with consultants and designers.Ensure technical specifications are aligned with company capabilities while remaining compliant with project standards.Review technical clarifications, presentations, and documentation before submission.Monitor prescribed projects and provide feedback to improve win rates.Pre-Qualification & Vendor RegistrationOversee the preparation and submission of pre-qualification documentation to clients and consultants.Review technical and compliance documents prior to final submission.Ensure all certificates, technical profiles, and records are updated and properly maintained.Verify alignment between client requirements and company capabilities.Technical Design Review & Cost OptimizationReview project designs, technical solutions, and material selections from a cost, manufacturability, and feasibility perspective.Analyze and recommend optimized technical alternatives that maintain quality and performance.Coordinate with Engineering, Procurement, and Production to validate technical feasibility and cost impact.Provide techno-commercial inputs to enhance competitiveness and practicality of technical proposals.HR ProficiencyAbility to recruit, recognize and cultivate high performers and expose them in order to create a robust second line of management.Ability to recognize low performers and guide them to improve or release them.Ability to treat subordinates equally without any discrimination.Assessment criteria of subordinates is performance that leads to planned results.Ensure availability of delegation of authority matrix to have sufficient delegations as per company policy.ResponsibilityMust take full responsibility for his operation as per the job description and the required deliverables from this position, taking into consideration the general company guidelines.Able to anticipate problems and make the necessary proactive steps to prevent themAbility to take necessary and proper timely decisions.DeliveryDeliver the required results in timely manner with required quality and cost.Making a Tangible Difference:Must make a tangible difference to his area of operation. and exceed business expectations.Business Planning and PerformanceAble to transform the corporate goals into business plans.Able to Plan, follow-up and execute those plans, whether they are annual or development plans.Monitor the plan performance and initiate action to strengthen results and take the corrective action accordingly.Provide periodic work progress reports.Responsible for monitoring and controlling budgets and expenses to achieve the optimum cost efficiency.Organizational DevelopmentDevelop the organizational structure according to the current requirements taking into consideration future and development plans.Ensure availability of job descriptions for all job roles and deployment.Business Process ImprovementsDevelop, coordinate well-defined written systems, policies, procedures, and seek automations opportunities as much as possible.Should be conversant and able to navigate through IT solutions especially those relevant to his job and business.Promote the automated systems and using them fully, to spread its culture.QualityQuality is considered as alfanar’s prime competitive advantage as such, managers are expected to act accordingly.AdaptationAdapt to new and alternative techniques, technologies, management structures, and business models.Health, Safety and EnvironmentEnsure a safe, secure, and legal work environment as per the standard regulations.Academic QualificationBachelor Degree in Electrical Engineering or Any relevant fieldWork Experience6 to 10 YearsTechnical / Functional CompetenciesTechnical ResearchCost Reduction AnalysisCost Reduction StudiesFeasibility/Cost/Benefits AnalysisSales Technical SupportProfile DescriptionAlfanar is a Saudi company with an international presence, primarily engaged in the manufacturing and trading of a wide variety of low, medium, and high voltage electrical products, in addition to its portfolio of conventional and renewable energy solutions, oil and gas,
