Job Description

The Site Facilities & Infrastructure Services Lead is responsible for implementing and delivering the integrated site services strategy for Expo 2030, ensuring venue readiness, environmental compliance, and service excellence across all operational phases.The role provides end-to-end oversight of service planning, procurement coordination, SLA governance, and operational mobilization across cleaning, waste, facilities management, and smart-city/ICT field services.The position ensures resilient service performance, cost control, and regulatory compliance, while integrating site services into command-and-control frameworks and broader cross-functional operational planning.Responsibilities:Strategic Planning & Integration:Implement and operationalize the approved Site Facilities & Infrastructure Services Strategy in alignment with ERC strategic objectives, CONOPS, and DMP frameworks.Translate sector-defined operating models and governance frameworks into venue-level execution plans.Ensure integration of facilities, environmental services, and smart-city/ICT field operations with Transport, Logistics, Safety & Security, and Venue Operations.Embed service requirements into site design reviews, overlay planning, and asset handover processes.Identify site-level operational risks related to utilities resilience, environmental compliance, peak attendance, and weather impacts; recommend mitigation measures in alignment with sector frameworks.Contribute to OPEX planning, cost modelling, and service optimization within approved budget parameters.Translate approved service strategies into detailed service scopes, operational requirements, and zone coverage plans.Define service levels and operational delivery models aligned with sector-defined frameworks.Support Procurement in developing structured tender documents and performance specifications.Participate in provider evaluation and technical assessments in coordination with Procurement and governance committees.Support transition from procurement to contract management while ensuring operational readiness and performance alignment.Refine service requirements and performance specifications based on operational feedback and readiness testing.Centralized Provider Management & SLA Governance:Implement sector-defined SLA and KPI frameworks across site service providers.Monitor provider performance against agreed service levels, inspection regimes, and compliance standards.Apply contractual performance mechanisms (penalties/bonuses) in coordination with Contract Management.Track service performance, cost-to-serve metrics, and provider scorecards for reporting to senior leadership.Conduct routine quality inspections and corrective-action follow-ups; verify close-out before guest hours.Support handover documentation and post-event demobilization of service providers in line with sector policies.Cleaning, Waste & Environmental Compliance Operations:Implement approved cleaning and waste management programs across all venues and site zones.Ensure compliance with environmental regulations, sustainability standards, and waste segregation policies.Monitor service delivery, consumables, equipment readiness, and stock levels during peak periods and special events.Plan and manage resource deployment and surge capacity in alignment with sector-defined frameworks and event attendance forecasts.Coordinate rapid waste clearance and sanitation response during high-demand operational scenarios.Facilities & Smart-City/ICT Field Coordination:Coordinate hard and soft FM routines (HVAC, electrical, plumbing, landscaping) in alignment with venue schedules, access protocols, and sector-defined maintenance standards.Ensure site-level service readiness for utilities and infrastructure during event operations.Align smart-city and ICT field support activities with the Digital function—Digital retains platform ownership; Site Services coordinates on-the-ground response.Facilitate integration of service provider tasks into Command & Control structures and incident response protocols.Coordinate contractor welfare, access compliance, and site rules in collaboration with Safety & Security.Implement approved mobilization plans for each service provider, including recruitment coordination, training verification, and equipment staging.Ensure operational ramp-up activities are aligned with defined readiness milestones and sector governance gates.Coordinate site-level readiness rehearsals and validate operational preparedness prior to guest opening.Support cross-functional operational planning for large-scale events and exhibitions at venue level.Monitor day-of operations readiness, resource allocation, and service continuity during live events.Educational Qualifications:Bachelor’s degree in Operations Management, Facilities Management, Engineering, Business Administration, or related field.Professional Certifications Preferred:IFMA, FM, PMP, PRINCE2, Lean, Six Sigma, or relevant operational certifications.Envi
