Join us.Job DescriptionThe Senior NOC Engineer will be responsible for managing, coordinating, and monitoring all No Objection Certificate (NOC) processes related to infrastructure and utility projects. The role ensures timely submission, tracking, and approval of NOC applications from relevant authorities and third parties, while maintaining compliance with RTA, DM, DEWA, Etisalat, DU, and other stakeholders’ requirements. The position involves close coordination with design, supervision, and contractor teams to resolve utility conflicts, interface issues, and ensure smooth project delivery.Key ResponsibilitiesManage and coordinate all NOC applications with authorities and utility agencies including RTA, DM, DEWA, Etisalat, DU, Civil Defense, and others as required.Review NOC drawings, applications, and supporting documents for accuracy and completeness prior to submission.Track and follow up on the status of all NOC submissions, maintaining a detailed register of applications, comments, and approvals.Coordinate between design consultants, contractors, and stakeholders to resolve conflicts in design and site execution stages.Ensure timely clearance and approvals are obtained for all project-related works, including microtunneling, stormwater, and road corridor activities.Attend authority coordination meetings, prepare presentations and reports, and represent AECOM in stakeholder discussions.Review utility layouts, diversion proposals, and as‑built drawings to ensure alignment with authority standards.Support the supervision team in verifying that site works comply with approved NOCs and permit conditions.Maintain updated knowledge of authority procedures, online portals, and GIS systems for NOC processing.Prepare and submit weekly and monthly NOC status reports, highlighting pending items and potential delays.Coordinate internally with the planning and design teams to align project schedules with NOC deliverables.Ensure compliance with AECOM’s internal procedures for document control, correspondence, and stakeholder management.Support in resolving utility‑related technical and coordination issues on‑site.Maintain strong professional relationships with authority representatives to facilitate smooth communication and problem resolution.QualificationsQualificationsBachelor’s Degree in Civil Engineering or related discipline.Proficient in AutoCAD, GIS, and authority e‑portal systems (RTA eNOC, DM eServices, DEWA Portal, Etisalat E‑NOC, etc.).Experience RequirementsExperience RequirementsMinimum 8 years of post‑graduate experience in utility coordination and NOC management for infrastructure and road projects.Proven experience dealing with RTA, DM, DEWA, Etisalat, DU, and other UAE authorities.Strong understanding of utility network layouts, diversion designs, and coordination procedures for stormwater, sewerage, potable water, power, telecom, and irrigation networks.Experience with large‑scale urban infrastructure and microtunneling projects is an advantage.Excellent communication, follow‑up, and stakeholder engagement skills.Prior UAE experience (minimum 5 years) is essential, particularly within Dubai projects.Additional InformationAbout AECOMAECOM is proud to offer comprehensive benefits to meet the diverse needs of our employees.
