Job Description
Qiddiya Investment Company is seeking a Senior Manager - Fire & Safety for the MBS Stadium project, this role is responsible for the development, planning, review, assurance, and monitoring of the Project Fire Strategy and Fire Safety Management Plan throughout the construction phase of the MBS Stadium Project. The role provides independent professional fire engineering and fire safety leadership, ensuring that construction activities, temporary works, sequencing, and interfaces do not compromise life safety, asset protection, or regulatory compliance, while supporting project delivery objectives. The role operates across both Delivery and Safety functions, acting as a critical technical authority, integrator, and assurance role.Key ResponsibilitiesFire Strategy & PlanningDevelop, maintain, and govern the Construction Phase Fire Strategy, aligned with: Approved design intentPhased handovers and partial occupationsTemporary works and evolving site conditionsProduce and maintain the Project Fire Safety Management Plan (FSMP) for construction activitiesEnsure the fire strategy remains live, dynamic, and construction-stage appropriate, including transitional statesDesign Review & AssuranceReview and assure fire and life safety elements of: Construction drawings and shop drawingsMethod statements and construction sequencingTemporary works designs impacting fire riskEnsure design changes, value engineering, and site deviations do not undermine the approved fire strategyProvide fire safety input to change management and technical queries (RFIs, NCRs, concessions)Construction Monitoring & ComplianceMonitor implementation of fire safety controls on site, including: Means of escape (temporary and permanent)Fire compartmentation integrityFire stopping and penetration managementTemporary fire protection measuresVerify compliance with approved plans, permits, and procedures through inspections, audits, and site walksTrack, report, and close fire safety observations and non-conformancesInterface with Delivery TeamsAct as a trusted advisor to Construction, Package, and Interface ManagersSupport safe sequencing and staging of works while maintaining programme momentumProactively identify conflicts between construction activities and fire safety requirements and provide practical solutionsContractor & Supply Chain OversightEnsure the review and approve contractor fire safety submissions, including: Construction Fire Plans, Emergency Response Plans, Hot works and high-risk activity controlsEnsure contractors implement competent fire safety supervision and site arrangementsLead fire safety workshops, briefings, and coordination meetings with contractorsEmergency Preparedness & Incident ReadinessDevelop and oversee site-wide construction emergency response arrangements for fire scenariosCoordinate fire drills, exercises, and readiness assessmentsLiaise with local emergency services as requiredRegulatory & Authority InterfaceEnsure compliance with Saudi Civil Defense (SCD) requirementsLocal authority regulationsApplicable international codes and standardsQIC minimum standardsSupport inspections, approvals, and authority engagements related to fire safety during constructionReporting & GovernanceProvide clear, structured reporting on fire safety performance, risks, and trendsEscalate material fire safety risks through programme governance channelsContribute to programme risk registers, assurance reviews, and leadership briefingsLeadership & Capability BuildingProvide mentorship and technical guidance to safety and delivery teamsPromote a strong fire safety culture across the programmeSupport competency development and awareness across the workforceKey DeliverablesConstruction Phase Fire StrategyFire Safety Management Plan (FSMP)Fire Risk AssessmentsFire safety inspection and audit reportsContractor fire safety approvals and reviewsEmergency response and drill recordsFire safety assurance reports to programme leadershipShared lessons from industry experience and investigationsRequirementsBachelor's degree in Fire Engineering, Fire Safety, Engineering, or related fieldA minimum of 12 years' relevant experience in fire and safety management, and fire engineeringExtensive knowledge of fire safety codes, familiarity with Saudi Civil Defense approval processes standardsRelevant certifications such as NEBOSH, CFPA, or equivalent are highly desirableStrong stakeholder and interface managementAbility to balance life safety and delivery pressures#J-18808-Ljbffr
