<p>Organizational Context<br><br>The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies and 17 million volunteers. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.<br><br>The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.<br><br>The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The consultants work will align and contribute to the Health and Care Framework 2030 by providing high-level technical, strategic, and operational support to advance the Health Systems Strengthening teams agenda.<br><br>The consultancy will lead and support funding proposal development, evidence generation, and the cultivation of global health partnerships that strengthen IFRC’s position as a essential global actor in Health System Strengthening, Universal Health Coverage (UHC), Global Health Security and Protection.<br><br><strong>Job Duties And Responsibilities<br><br></strong><ul><li>Strategic Funding Proposal Development and Resource Mobilization across Pillars 1 and 2 in Health and Care Framework 2030</li><li>Lead the development of multi-country, multi-year Health System Strengthening, primary health care (PHC), health security and health protection proposals.</li><li>Support and facilitate technical design workshops (virtual and in-person) with the Global Health Team and National Societies.</li><li>Ensure alignment of proposal budgets, log frames, and workplans with IFRC policies and procedures.</li><li>Evidence Generation, Learning and Knowledge Translation</li><li>Conduct analyses of Health System Strengthening related IFRC programs, assessing contributions to UHC, resilience, and public health outcomes.</li><li>Develop consolidated learning reports synthesizing performance, innovation, risks, and sustainability gaps.</li><li>Produce thematic briefs on PHC, preparedness and community health workforce models.</li><li>Develop actionable recommendations in collaboration with regional teams and National Societies.</li><li>Global Health Partnerships</li><li>Identify and propose options to cultivate strategic partnerships with global health institutions.</li><li>Support IFRC’s current leadership and engagement with global health partnerships, platforms and collaborative frameworks.</li><li>Technical Support for Health Systems Strengthening programming</li><li>Develop or refine Health System Strengthening frameworks, tools, and guidance for National Societies.</li><li>Capacity Strengthening and Technical Accompaniment</li><li>Support capacity building on Health System Strengthening, proposal development, Monitoring Evaluation and Learning.</li><li>Monitoring Progress and Reporting</li><li>Develop progress reports and dashboards linked to Health System Strengthening priorities.</li><li>Track outcomes and proposal performance.</li><li>Report on emerging global health trends and opportunities<br><br><br></li></ul><strong>Alignment to the IFRC’s Strategy 2030<br><br></strong>The consultancy aligns with the IFRC’s Strategy 2030 as it directly supports the achievement of the Federation’s Global Aims.<br><br><strong>Global Aim 1: People anticipate, respond to
