Ensure HSSE goals, objectives and targets are met through personal leadership and involvement.2. Manage and support the Project procurement and materials personnel and their associated activities to execute the work in a manner that achieves the objectives of the Project Strategy, Project Plan and Project Procurement and Materials Plan.Principal Accountabilities:1. Champion the Project Safety culture behaviors and engagement activities.2. Must be familiar with the procurement cycle typically applied by EPC Contractors in the oil/gas or petrochemicals industry, typical delivery periods for the various equipment, various types of equipment and methods of procurement, and knowledge about vendors specializing in the supply of such equipment (Vendor Lists).3. Demonstrated understanding and experience related to purchase of bulk material and relation to engineering development and materials take‑off control of procurement and integration with material management systems/software used at Site in high‑value oil/gas or petrochemical projects.4. Identifying, evaluating and resolving Procurement issues during the EPC phase.5. Managing and reviewing EPC Contractor Procurement activities.6. Reviewing a sourcing strategy that best meets schedule and statutory requirements of the EPC Contract.7. Monitoring Project Procurement control documents e.g. milestone status report, un‑priced Purchasing Commitment Report.8. Ensuring that responsibilities for material management are clearly defined and understood by the PMC Project team.9. Ensuring that Engineering disposition and approval are obtained on vendor deviation requests after purchase order award.10. Ensure the managing of the Project special tools commissioning and startup spare parts and two years normal operation spare parts.11. Reviewing the following key deliverables submitted by EPC Contractor:The Project Procurement section of the Project planProcurement organizationProcurement quality planProject materials management plan that identifies the requisition supply and distribution strategy for all commodities on the Project including a material assignment schedule and division of responsibilities12. Projectspecific Procurement procedures and proforma documents that include:Required contract flowdown provisions properly documented in the terms and conditionsReview and Approve the Project Vendor lists during the EPC Tendering Phase13. Purchasing:Review Purchasing StatusReview and verify new Vendors qualifications if requested by the EPC Contractor for Owner approval14. Expediting:Reviewing and checking the effectiveness of methods for expediting the acquisition of equipment and material on a high‑priority basis when required to support the Project schedulePerform expediting visits for critical equipment and long‑lead items as required by Owner to avoid Project delaysReview the material status reportsIssue Vendor assessment reports to Owner15. Inspection:Review inspection plansCoordinate with Vendors and Third‑Party Inspector (who will be assigned by Owner) for all required inspection activitiesReview of Third‑Party Inspector CV and certificates prepared by a Third‑Party Inspection agency and appoint him for the inspection mission16.
