Procurement Manager

Dubai Holding Entertainment is delivering some of the region’s most exciting leisure and entertainment destinations — and behind every successful project is a procurement function that can move at pace, manage complexity, and deliver real commercial value.This role sits at the heart of that.As Manager – Projects Procurement, you will lead procurement across high-value CAPEX projects that shape guest experiences across our attractions and assets. You will work across multiple business units, managing high volumes of procurement packages under tight timelines, ensuring projects are delivered on time, on budget, and to the highest standards.This is a role for someone who can hit the ground running, operate independently, and confidently partner with project, technical, and commercial teams to drive delivery.What you’ll be responsible forAt a corporate level, you will:Support the consistent application of procurement standards, governance, and best practice across DHE projectsEnsure procurement activities align with internal policy, audit, and delegated authority requirementsSupport reporting, tracking, and monitoring of procurement performance across the portfolioContribute to cost control and commercial governance across project procurementAt a project level, you will:Manage end-to-end procurement across CAPEX projects, from PR to contract awardPrepare and issue RFPs, RFQs, tender documentation, and addendumsManage tender clarifications and coordinate responses with consultants and technical teamsLead commercial evaluations and prepare award recommendationsNegotiate with contractors, consultants, and suppliers to deliver best value outcomesPrepare and issue purchase orders and contracts for executionWork closely with project, engineering, commercial, and legal teams to ensure alignment with scope and delivery requirementsManage supplier performance and relationships throughout the procurement lifecycleCoordinate stakeholders across multiple business units to ensure procurement is delivered on time and within budgetHow success will be measuredYour impact will be visible and measurable through:Strong cost control and minimal budget varianceAccurate, compliant contracts and purchase ordersStrong supplier performance and relationship managementProcurement delivery aligned to project timelines and milestonesWhat we’re looking forThis role suits a commercially sharp, delivery-focused procurement professional who is comfortable operating in a fast-paced, multi-project environment.You will bring:A Bachelor’s degree in Procurement, Quantity Surveying, Engineering, Commercial or similarExtensive experience in construction or project procurement environmentsStrong experience managing end-to-end procurement on CAPEX projectsExperience working for a developer or consultancy environment (preferred)Experience using Oracle or similar e-procurement systemsStrong knowledge of tendering processes and contract formsStrong stakeholder management and negotiation skillsAbility to operate independently and manage multiple packages simultaneouslyAdditional strengths that will set you apartCIPS qualification (desirable for this level)Experience within leisure, entertainment, hospitality, or public destination assetsExperience working in high-volume procurement environments with compressed timelinesA practical, solutions-focused mindset with strong attention to detailWho you’ll work withInternally, you will partner closely with Projects, Technical Operations, Finance, Legal, Risk, Facilities, and Commercial teams across multiple DHE business units.Externally, you will engage with consultants, contractors, suppliers, and specialist providers across the project supply chain.You will operate as a peer-level Procurement Manager within a lean, high-performing teamNo direct reports for this roleYou will be expected to work independently, own your packages, and integrate quickly into project teamsThis role is open to candidates with proven project procurement experience within construction or large-scale development environments.#J-18808-Ljbffr
