Job Description

Location : KSAProject Type : Quality Assurance & Quality Surveillance (QA / QS) Electrical InfrastructureEngagement : Full-Time (Fixed-Term or Project-Based)Key Responsibilities1. Local Coordination & Client EngagementServe as the primary in-country contact for the clients project quality and engineering teams.Attend daily and weekly meetings with client stakeholders to discuss inspection schedules, punch list status, and corrective action tracking.Coordinate day-to-day mobilisation, site access, and logistics for inspectors and QA personnel across project locations.Represent the consulting firm in alignment meetings, workshops, and review boards.2. Inspection Management & QA / QS AssuranceEnsure the inspection teams are aligned with approved Inspection and Test Plans (ITPs), Quality Surveillance Plans (QSPs), and relevant client standards.Monitor live inspections, vendor visits, FATs, and witness tests to ensure correct coverage and documentation.Verify compliance with QA / QS procedures during fabrication, installation, and commissioning phases.Ensure timely submission of inspection reports, punch list records, and NCRs from the field.3. Technical Support & Issue ResolutionAct as a technical bridge between the Project Manager and site teams, helping interpret drawings, specifications, or QA / QS procedures.Escalate technical deviations, non-conformances, or safety issues in line with escalation protocols.Participate in root cause analyses and validate the implementation of corrective and preventive actions (CAPA).Liaise with local vendors and EPCs to resolve open items related to inspection hold points or QA documentation.4. Documentation & ReportingEnsure consistent QA documentation flow from inspectors to project controls and client platforms.Validate the quality, completeness, and traceability of inspection records prior to submission.Maintain site registers for NCRs, punch points, and site inspection records in alignment with project requirements.Support generation of daily, weekly, and monthly summary reports reflecting local progress and risks.5. Regulatory & Cultural ComplianceEnsure all inspection activities comply with national safety laws, utility regulations, and local labour practices.Act as a liaison between international staff and local authorities or facility owners when necessary.Support culturally appropriate engagement and conflict resolution when interfacing with diverse stakeholder groups.Mandatory Qualifications and ExperienceProfessional Experience :Minimum 10 years of experience in electrical infrastructure projects, specifically in generation, transmission, or distribution environments.At least 5 years in a field-based quality assurance, inspection coordination, or local representation role.Demonstrated experience in overseeing inspection delivery across fabrication yards, project sites, substations, or grid infrastructure.Familiarity with the QA / QS requirements of major GCC utilities (e.g., SEC, DEWA, KAHRAMAA, ADWEA, etc.).Technical Competencies :Solid understanding of inspection workflows and QA documentation across HV / LV electrical systems.Knowledge of key standards and codes: ISO 9001, IEC 60076 (transformers), IEC 62271 (switchgear), IEC 61000 (EMC / PQ), and FAT / SAT protocols.Experience with field-level NCR management, QA / QC checklists, ITP monitoring, and vendor surveillance activities.Capable of validating technical deliverables, drawings, test results, and material traceability.Educational Background :Degree or diploma in Electrical Engineering, Mechanical Engineering, or related technical discipline.QA / QC training or certification (e.g., ISO 9001 : 2015 Internal Auditor, Lead Auditor) preferred.HSE training (e.g., basic safety, permit to work) is desirable.Desirable Skills and ExperiencePower Quality (PQ) familiarity is beneficial, especially if inspections involve interface with protection relays, harmonic filters, or commissioning phases.Hands‑on familiarity with inspection reporting tools and QA databases (e.g., SharePoint, GoCanvas, Maximo, iAuditor).Previous experience representing a foreign consultancy in a local delivery environment is a strong advantage.Proficiency in Arabic (spoken and written) is highly desirable to support effective communication with local stakeholders, vendors, and client representatives.Behavioural CompetenciesCulturally sensitive communication and diplomacyStrong interpersonal and negotiation skillsAbility to operate autonomously and escalate effectivelyOrganised, reliable, and accountable under field conditionsProactive approach to resolving local delivery bottlenecksDetail‑oriented, with focus on compliance and qualityAble to mediate between technical and non‑technical stakeholdersAble to communicate confidently in Arabic and English where required, particularly during in‑country coordination and vendor interactions.Performance IndicatorsOn‑time completion of field inspections and report submissionsPositive client feedback on r
