Chief Specialist – HR Business AffairsLocation: DubaiCompany: Government Entity (Confidential)A leading government organisation in Dubai is seeking a Chief Specialist – HR Business Affairs to join their Human Resources & Development function. This is a strategic HR role focused on governance, performance management, project oversight, and executive-level reporting within a structured public‑sector environment. Reporting to the Section Manager, this candidate will play a key role in ensuring the effective execution of HR initiatives, compliance with policies, and continuous improvement across the HR function and act as a strategic and administrative advisor, ensuring projects, data governance, reporting, and section performance align with organisational objectives.Key ResponsibilitiesLead and monitor HR section projects and initiatives to ensure delivery against KPIs, timelines, and quality standards.Prepare executive reports, performance dashboards, and periodic updates for senior management.Oversee HR governance, data management, and compliance with internal policies.Support contracts, budgeting processes, and stakeholder coordination at section level.Manage internal and external audit requirements and track implementation of recommendations.Supervise recruitment and business partner outputs, ensuring service quality and performance standards.Develop and enhance HR processes, policies, operating systems, and best practices.Review job descriptions and ensure organisational alignment.Contribute to organisational development initiatives.Ensure strict confidentiality and information security compliance.Mandatory RequirementsMinimum of 7 years in Human Resources.Bachelors degree minimum qualification.Excellent written and spoken Arabic and English skills.High‑energy, clear, concise communication style suitable for heavy stakeholder management.#J-18808-Ljbffr
